Title II / TQ Efforts
The Arkansas Teacher Quality Enhancement Grant Council, created by the Department of Education and the Higher Education Coordinating Board, oversees seven reform initiatives:
Objective 1: Collaborative redesign of teacher preparation programs between schools of arts and science and teacher education.
Objective 2: Improvement of teacher education programs within institutions of higher education to better meet the needs of districts.
Objective 3: Improvement of linkages between teacher preparation and teacher certification.
Other teacher education program improvement needs have been addressed through P-16 collaboration that links higher education and school district leadership. In the springs of 2000 and 2001, the state sponsored six Dean’s Roundtables. Deans and superintendents addressed critical education issues and improvement needs.
Local school district personnel have been involved in updating higher education faculty about P-12 changes. These collaborative planning sessions resulted in suggested revisions for the clinical field experiences, as well as for the use of instructional technology. By July of 2001, each institution of higher education (IHE) provided a description of their teacher preparation programs that included their school-based clinical experiences, their focus on preparing teachers to work with students from diverse backgrounds, and their preparation in the area of instructional technology. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Katherine Wright Knight
    , described by her colleagues as being a visionary and passionate about her work, was named the 2003 Arkansas Teacher of the Year during a special ceremony Wednesday, November 20, at the State Capitol. Ms. Knight is an English teacher at Parkview Arts and Science Magnet High School in Little Rock, Governor Mike Huckabee, along with Ray Simon, Director of the Arkansas Department of Education (ADE), presented Ms. Knight with the honor during the ceremony, which was held in the Governor's Reception Room.
    As Arkansas Teacher of the Year, Ms. Knight received a $15,000 cash award. During the ceremony, the regional winners in the annual teacher recognition program were also announced. They each received a cash award of $1,000.
    Ms. Knight, an educator for 26 years, was one of the first teachers in the Little Rock School District to receive her National Board Certification. She received her bachelor's degree from Rhode Island College in Providence, Rhode Island, and has completed 36 hours in the master's degree program in Technical and Expository Writing at the University of Arkansas at Little Rock. She was selected as the 2001-2002 Little Rock Classroom Teacher of the Year.
    Having served on various state and district education boards and committees, Ms. Knight is an active member of several professional organizations, including Phi Delta Kappa, the National Council for the Accreditation of Teacher Education, national Council of Teachers of English, and the National Education Association. She's also actively involved with the Arkansas Education Association and the Arkansas Council of Teachers of English.

    SYNOPSIS
    The Mississippi Private School Association is a service agency for member schools in the four state area of Arkansas, Louisiana, Mississippi and Tennessee. The association offers such services as school accreditation, teacher certification, student activities and athletics, a teachers' organization, testing programs, teacher placement services, and student organizations including student council and honor society.
    To obtain membership in the MPSA, a school must be accredited by the MPSA Accrediting Commission. At present, the MPSA has a membership of 120 schools with approximately 47,000 students and 3,000 teachers and administrators. Of the 120 schools, four are in Arkansas, 22 are in Louisiana, 90 are in Mississippi and four are in Tennessee.

    EXECUTIVE COMMITTEE
    The Executive Committee of the MPSA, which is composed of 12 members, is the governing board of the association. The committee includes one lay director (board member of a school) and one administrator chosen annually by the schools from each of the five geographical districts of the MPSA. Four additional laymen are chosen by the membership to serve as officers of the association.
    The Executive Committee is responsible for such items of business as reviewing and approving applications for membership, dismissal of schools not meeting minimal accrediting standards, hiring personnel to staff the association's central office, setting the annual budget for the association, approval of policies and standards recommended by the commissions and any other business that is of general concern to the membership. This board also renders final decisions on all appeals from any part of the infrastructure of the organization.
