Arkansas Statewide Systemic Initiative in Math and Science: K-4 Program Follow-up Study During the 1990’s the state of Arkansas has implemented a strategic plan based on Act 236 and Goals 2000 to systematically improve educational outcomes for K-12 students. This plan incorporates an educational philosophy emphasizing leadership development, a collaborative leadership style, site based management of schools, parent and teacher involvement in educational decision making, and active learning for students. The recommended instructional approach focuses on thematic curricula, hands on instruction materials, group learning activities, and infusion of technology in the lesson plan. Several systemic initiatives are underway including the Arkansas Educational Leadership Academy, the Statewide Systemic Initiative in Math and Science, the grade level curricular frameworks and learner outcomes, revised graduation standards, and competency based teacher licensure. Each of these changes are directed toward improving the quality of the education offered to the children of Arkansas.

Arkansas Concurrent Enrollment and Secondary Centers
When Arkansas high school students seek access to quality career/technical classes that their high school cannot provide, concurrent enrollment in a secondary vocational center or community college can often provide the solution. In spring 2001, over 1,000 students were participating in concurrent enrollment to receive credit in career/technical courses at seven four-year universities and 23 two-year colleges. Currently, Arkansas has 19 secondary centers including two sponsored by technical institutes and six by two-year colleges. Teachers have access to more resources at a postsecondary school, such as state-of-the-art technology. These resources also include stronger connections with local employers that have already been established by the postsecondary school." High school students that receive postsecondary credit for career/technical courses must be taught by a degreed teacher who also has secondary certification. Program policies and procedures for concurrent enrollment are set by the Higher Education Coordinating Board, which governs the Arkansas Department of Higher Education. Two-year colleges that sponsor secondary centers work through the Arkansas Department of Higher Education to establish concurrent credit agreements between the center and the college. Students must enroll in the same two-year college and in the same program area where they studied in high school. Upon enrollment they will receive credit on their transcripts toward their certificate or associate's degree, paid by the center.
