Local Government In Armenia
The system of government is highly centralized in Armenia, with sweeping powers vested in the office of the President of the Republic. The central government is appointed by the head of state and has considerable economic and political leverage over local government structures. The centralized power that existed in the Soviet period was reaffirmed by independent Armenia's post-Soviet Constitution, which was adopted in a referendum on July 5, 1995. The Constitution lists the following two principles regarding the decentralization of power to local levels of government: state governance and local self-government. The former applies to the nation’s provinces and the latter to smaller administrative units. Armenia is divided into 11 provinces ( Marzer ). The capital, Yerevan, also has the status of a Marz . Each province is run by a Governor ( Marzpet ) who is appointed by the central government. The Mayor of Yerevan, whose rank is equivalent to a provincial governor, is nominated by the Prime Minister and appointed by the President. Article 107 of the Constitution stipulates that it is the responsibility of the Governors to "implement the government's territorial policy [and] coordinate activities of territorial services of the national executive bodies." A Governor can be dismissed by the central government. The provinces have no budgets of their own and receive financing from the central government.

AZERBAIJAN WARNS IT MAY SHOOT DOWN INTRUDING AIRCRAFT. General Ravil Rzaev, the commander of Azerbaijan's air force, told journalists in Baku on 13 August that the country's air defense forces will shoot down Iranian and other foreign aircraft that violate Azerbaijan's airspace "if the life of our citizens is endangered," Turan and Interfax reported. He said the air force is on war alert. Iranian aircraft have penetrated Azerbaijani airspace almost daily over the past week. Also on 13 August, opposition Musavat Party Chairman Isa Gambar argued that the Azerbaijani government should "either suppress Iran's aggression" or lodge a formal complaint with international organizations. It declares Armenia to be an independent democratic state and guarantees the protection of basic human rights and freedoms. All citizens age 18 and older may vote. The new constitution gave the president, who is head of state, broad executive powers. He or she is elected by direct vote for a term of five years and may serve no more than two consecutive terms. The president appoints the prime minister, who presides over the council of ministers. The council’s members are appointed by the president upon the recommendation of the prime minister.

    Armenia gives Russia shares in its five enterprises
    Armenia's government has given Russia shares in its five enterprises as part of its national debt repayment to Russia. On Tuesday Russian Minister of Industry, Science and Technology Ilya Klebanov and Armenian Defence Minister Serzh Sarkisyan signed corresponding documents in Yerevan following the results of intergovernmental negotiations.
    The shares in "Mars", "Yerevan Scientific Research Institute of Materials", "Yerevan Scientific Research Institute of Mathematical Machinery", "Yerevan Scientific Research Institute of Automated Control Systems" and the property of the Razdansaya thermo-power station have carried over to Russia.
    Accordingly, Armenia has fully liquidated its debt to Russia worth around one hundred million dollars, Russian Prime Minister Mikhail Kasyanov told journalists.
    The handover of property meets both Russian and Armenian interests, according to the Premier. The ministries of the two countries have been developing this decision for about a year and a half, he said. Russia assumes obligations to see to it that the newly acquired enterprises work to their full capacity, Kasyanov stated.

Although a cease-fire has been in effect since May 1994, the sides have not made substantial progress toward a peaceful resolution. In January 1998, differences between President TER-PETROSSIAN and members of his cabinet over the Nagorno-Karabakh peace process came to a head. With the prime minister and defense and security ministers arrayed against him, an isolated TER-PETROSSIAN resigned the presidency on 3 February 1998.
