GOVERNMENT AND POLITICAL CONDITIONS Economic conditions in Armenia deteriorated rapidly in 1992. Azerbaijan’s economic blockade of Armenia, which closed both a railway link and a fuel pipeline, caused severe food and energy shortages throughout Armenia. Ethnic-based conflicts raging in Georgia also impeded delivery of urgently needed supplies to Armenia. Meanwhile, Armenian refugees from Nagorno-Karabakh and other parts of Azerbaijan flooded into Armenia, further straining the economy. In massive demonstrations in Yerevan in 1992 and 1993, Armenians protested the continuing energy crisis and demanded Ter-Petrosyan’s resignation. In 1993 Armenian forces defeated the Azerbaijani army in several confrontations in Nagorno-Karabakh, which led to Armenian control of the region and of adjacent areas by August of that year. Although initial cease-fire agreements failed to hold, a new cease-fire agreement was reached in May 1994 after protracted mediation by Russia and the Organization on Security and Cooperation in Europe.

Armenia's government and the leadership of the World Bank recently in Washington signed an agreement at the rate of $32 mln for restoration of the irrigation system of the country. The head of Armenian delegation, the minister of Armenia's Finance and Economy Vardan Khachatrian informed during the press conference. As to him, this credit will be allocated, in all probabilities, in Sept, after its approval by the parliament of the country. However, already in July, the government will get a prepayment of $1.5 for evaluation and inventory making of main funds of the irrigation systems. The minister mentioned that at the expense of the credit it is planned to pass from mechanic irrigation to gravity flow for saving expenses for electricity. Besides, it is planned to build reservoirs on the river Araks and pump stations for water supply from the river to Ararat valley. According to the agreement, Armenia and Turkey have equal rights for using the waters of the Araks river. Besides, presently Turkey is using its 50% of quotas in full (53 cube meters of water per a second), but Armenia is able to pump only 25 cube m of water.

Armenia History and Government History: The incorporation of Armenia into the Turkish Seljuk Empire in the 11th century resulted in the first of many waves of emigration and the beginning of the Armenian diaspora. Turkish rule was not fully consolidated, however, and over the next three centuries, Armenia sought to re-establish its identity. Local potentates forged a variety of alliances according to the strategic imperative of the time: with fellow Christians, namely the crusaders; or with the Mongols to ward off the threat of the Egyptian Mamluks in the 13th century. The Mamluk advance into the region brought an end to this period of comparative independence: subsequent Armenian history is almost exclusively that of foreign domination. The Mamluks were supplanted by the Ottoman Turks, after which Armenia became the subject of a constant struggle between them and the Iranian Safavid dynasty until the 18th century. At the beginning of the 19th century the Russians moved in, and took control of the area that is now the modern state of Armenia. Russian rule was at best heavy handed, particularly under Tsar Nicholas II who closed Armenian schools and libraries and confiscated the assets of the Armenian church.
