The Rutherford County Sheriff's Department conducts investigations into fire and explosive incidents that are reported to the department. The Detective Division handles these incidents. When a fire or explosive incident is reported to the Sheriff's Department a deputy is sent to the scene. When the deputy arrives at the scene they will write a report for follow-up by the Detective Division or notify a Detective Supervisor and request a Detective respond to a scene. The Detective Supervisor will make a response decision based on facts given him by the on scene deputy and other emergency responders at the scene.
Detectives who have received specialized training in fire and explosive investigation will handle the fire or explosive investigation. The Detectives assigned this duty conduct an investigation to determine if there has been a violation of the state law and bring charges against the persons who had committed the crime. Sheriff's Detectives work closely with the Tennessee State Bomb and Arson Section and the Tennessee Bureau of Investigation Crime Lab. The Sheriff's Department maintains a working relationship with the municipal agencies in our county that are charged with fire and explosive investigation. This relationship consists of exchange of information between agencies and assistance in working scenes and investigations.

  • Documentation of the Fire Scene Introduction In arson cases, successful prosecution hinges on the expertise of the investigator and his/her skill in interpreting the diagnostic signs of fire behavior at the scene. Observe carefully and use your observations to "get inside the head" of a possible arsonist. What could he have been thinking? How experienced is the arsonist? Inept or inexperienced arsonists may set themselves on fire, cause unnecessary or premature explosions or kindle a fire that's not self-sustaining or capable of developing into a larger fire. The availability of fuels at the scene and means of procuring other fuels or devices may all point toward the identity of an arsonist. At the outset, the investigator should consider these questions:

Ultraviolet light is a simple, reliable and cost-effective method of arson detection. UV light not only assist in rapidly locating accelerant residues, it also assists in locating the point of origin of the fire. The color which accelerant glow is affected by heat exposure the longer an accelerant is exposed to heat (i.e. the origin), the more differentiated its fluorescence color will be from other less exposed areas. Evidence of accelerants is almost always invisible to the naked eye after they have been absorbed in a fire. However, the areas tarnished by accelerants are easily discernible under UV light. Volatile hydrocarbons such as gasoline, kerosene and other petroleum fractions, benzene, acetone, grease, lard vegetable oils, paints, etc. fluoresce when exposed to UV. In addition, UV light can be helpful in locating fragment incendiary devices since explosive wrappings are frequently fluorescent.
Recommended Lamps and Equipment:
Since accelerants respond to both shortwave and longwave UV, model UVSL-26P is ideal as it is portable and rechargeable. Both wavelengths can operate at the same time or separately. This lamp operates on an internal lead-acid battery that is rechargeable. This lamp can be used with the

This course is usually offered via home study or PSI (Personalized System of Instruction). In each case, a study guide is used to guide the student through the text. The text is Kirk's Fire Investigation , fourth edition, by John D. DeHaan. The study guide was written by Paul Kicska, a former professor of physics at East Stroudsburg University. Both are available at the University book store. Keep in mind that the study guide is constantly being updated. Be sure to get the latest edition, dated January 1997. A version for PC Word can be downloaded here (compressed in ZIP format).

    George Cobb - Arson Investigator Click on any picture to get the full size image The St. Francois County fire investigation unit was originally formed in 1983. The unit has a 1986 Chevrolet Astro Van plus a small military trailer to carry four 1000 watt floodlights and a 5000 watt generator. The unit has an electrical hydrocarbon trace detector and associated tools for fire investigation.
    Deputy Cobb, is certified by the state fire Marshall's office and the national fire academy. He has also been trained in "bomb" crime scene investigations by the Bureau of Alcohol Tobacco and Firearms and the FBI. All reports are computerized and approved by the state fire Marshall's office.
