Staffing

The unit was originally formed in the early eighties and was staffed with six members. These members performed only Cause and Origin, and handed all criminal investigations over to the Police Department. This procedure proved however, to be ineffective. Cases that were considered a high priority by the Fire Dept., would sometimes be put on a back burner by the Police Dept. and eventually good cases would slip through the cracks.
From 1987-89, five new members were assigned to the unit. These members were trained and received full Police Powers. By 1993 the unit had grown to a total number of fifteen members. The Unit was staffed with one Deputy Chief, one Captain, and thirteen Investigators.
The Chief and Captain worked the day tour, Monday to Friday, the Investigators worked in four three man teams, providing twenty four hour coverage. One Investigator worked as a swing man and would fill in for vacations, etc.. Our arrest rate began to soar and as a result, the crime of arson began to decline in Jersey City. Due to budgetary constraints, manpower within the Unit has since been reduced. Currently, the Unit is staffed with three Captains and four Investigators. Duties

April 11, 1996 Suspects arrested in Bursley Hall arson investigation ANN ARBOR-Two men suspected of setting several fires on March 30 in Bursley Hall at the University of Michigan were arrested today (April 11). The Washtenaw County Prosecutor authorized warrants for John Parkhurst MacDonald, 19, and Justin Eric Angelino, 19, according to Capt. James Smiley, U-M Department of Public Safety (DPS). The suspects, both U-M students, were residents of Bursley at the time of the fires. "Department of Public Safety officers responded to an anonymous tip and were able to identify the alleged perpetrators of this crime," Smiley said. "The investigation continues, and we encourage anyone with information about the fires to contact DPS at 763-1131." Smiley said the University sponsors an anonymous tip line, the Confidential Assistance Network, which can be reached by calling 800-863-1355. The Michigan Arson Prevention Committee, which also accepts anonymous tips, offers up to $5,000 for information leading to the arrest and conviction of persons suspected of arson. The MAPC can be reached by calling 800-44- ARSON. MacDonald was charged with three counts of arson of a dwelling house, a felony punishable by up to 20 years in prison on each count, Smiley said. Angelino was charged with one count of arson of a dwelling house. The defendants were arraigned before 15th District Court Magistrate James Sexsmith on Thursday and released on personal recognizance bonds. A preliminary exam is scheduled for April 24.

    Editorial Let cooler heads prevail in arson investigation Missoula's bruises are showing. The initial shock of seeing the home of Carla Grayson and Adrianne Neff burned by arson is wearing off. Simultaneously, the delicate unity that blossomed in the community immediately following the incident seems less absolute. In its ongoing quest for the truth about the fire, will Missoula turn on itself? This week, locals have been throwing around the blame like horseshoes at a garden party. The media, predictably, became a target of public outcry when a fledgling gay and lesbian group called Queer Action planned to demonstrate outside the offices of the Missoulian Wednesday in protest of the paper's coverage of the as-yet unsolved crime. Queer Action in a fit of either ingenious do-it-yourself promotion or pure vandalism, depending on who you ask went so far as to tuck flyers into the Missoulian's own sidewalk newspaper dispensers to advertise the event. The Missoulian, in turn, got all huffy and ran a front page story reaffirming the validity of its reporting. Police have remained coy, using anonymous sources to play a we-know-more-than-you-do game in print, speaking in coded language while still towing a vanilla departmental line. Grayson and Neff have hired a lawyer and haven't said one word to the press.

    The Arson Division of the Poplar Bluff Police Department responds to all fires which have a suspicious
    origin, have circumstances surrounding a crime scene or as requested by the Poplar Bluff Fire Department.
    The Division works closely with the Bureau of Alcohol, Tobacco and Firearms and the Missouri Division of
    Fire Safety as well as other divisions of the Department in conducting criminal investigations. To contact the arson

    Poplar Bluff. Personnel from the Arson Division and the Special Investigations Division as well as personnel

    serves as an "on scene" vehicle for arson investigations as well as the dismantling and transportation of
    clandestine drug labs. Several businesses in the Poplar Bluff area donated many materials toward the com-
    pletion of this project.
