Most arson fires do not involve elaborate triggering mechanisms, days or months of planning, or even skilled perpetrators. The crime of arson is “At common law, the malicious burning of the house or outhouse of another.” In several states, this crime is divided into arson in the first, second, and third degrees, the first degree including the burning of an inhabited dwelling-house in the nighttime: the second degree, the burning (at night) of a building other than a dwelling –house, but so situated with reference to a dwelling-house as to endanger it; the third degree, the burning of any building or structure not the subject of arson in the first or second degree, or the burning of property, his own or another’s with intent to defraud or prejudice an insurer thereof. State v. Jessup, 42 Kan. Blacks law dictionary). Most cases of arson involve revenge, vandalism, concealment of another crime, excitement and last, but probably most common, profit. Because the reasons for arson are so varied, the fire investigator must have a special set of skills.

In addition, a $5,000 reward has been offered for information leading to the arrest and conviction of the person or persons responsible for the break-in and fire at Adams Products Company, 5228 Holly Shelter Road, during the morning of March 24. Owners of the company are offering the reward. Fire Marshall Wayne Burns and investigators with the Bureau of Alcohol, Tobacco and Firearms, New Hanover County Sheriff’s Department and State Bureau of Investigation are seeking information into the fire and break-in. Office equipment was reported stolen from the business. The fire cause extensive damage to the office building. Anyone with information regarding this incident are asked to call the New Hanover County Fire Marshall ’s Office, 341-7420 or the New Hanover County Sheriff’s Department Detective Division, 341-4260.

Fire was set to a 150-ton crane and barge while the equipment was moored near the Bunge Grain Elevator's Mississippi River dock in Destrehan. The fire caused extensive damage to both the crane and barge. Investigation Training Schedule Course Date Location Content
Basic Fire / Arson Investigation January 29 - 31 Andover The course provides law enforcement officers and firefighters with basic skills required in an initial fire scene investigation. Participants will learn about fire behavior and basic origin and cause investigation techniques, along with scene preservation, documentation and evidence collection. Legal aspects and arson motives are also covered in this first course of a three part series. Intermediate Fire / Arson Investigation February 26 - 28 Andover The goal of this course is to add to skills learned in the basic course. Participants will learn methods in the investigation of vehicle fires. Students will understand how electrical appliances relate to a fire. Interviewing techniques will be covered in anticipation of actually applying skills learned here in the on-scene course.
Pre-requisite: Basic Fire / Arson Investigation.

Arson Investigation Continues
(June 19) Just after we went to press on June 19th, Fire Chief Jon Alberghini, issued the latest press release relative top the Pottle Street barn fire arson case. He reports as follows:
The ongoing investigation of the fire at 105 Pottle Street that occurred on May 23, 2002, continues.
Cell phone calls received at the State 911 Center in Framingham were reviewed. A call was received from a cell phone at 12:56:38 PM reporting the fire. The call taker at the Framingham 911 Center verified the Town the caller was reporting a fire in and transferred the call to the Kingston 911 Center. After processing the information regarding the type of emergency and the location, the Kingston Fire Department was then alerted. Kingston dispatchers logged the time of notifying the Fire Department as 3:00 PM. Due to a lack of polygraph operator, no further polygraph tests have been conducted. Kingston investigators have not been advised as to when a polygrapher will be available.
No test results have been received from samples sent to the State Police Laboratory.

Arson Investigation Team
The Department of Public Safety has several members who are Arson Investigators. The individuals come from both the police and fire departments and work hand in hand with each other. They are responsible for investigating all fires, suspicious or not. All the arson investigators are certified by the State. They have undergone extensive training at Georgia Public Safety Training Center as well as attending local and state conferences and training classes. The Fire Department Arson Investigators are: Assn't. Chief McKinney, Captain Hatcher and Firefighter Ratledge. The Police Department Arson Investigators are: Major Junger Fire Captain J. Meyers and Police Sergeant J. Hammonds are currently in training to become certified Arson Investigators.

Sheriff, fire marshal seek help in arson investigation
The McLeod County Sheriff's Department, along with the state Fire Marshal's Office, is investigating an arson fire in Bergen Township involving an abandoned barn on 155th Street, about a half-mile west of Falcon Avenue, north of Glencoe. Glencoe firefighters responded to a call at 9:37 p.m. May 18, and found the barn on fire. Firefighters were at the scene for about two hours and reported that about 700 bales of hay and straw also were lost in the blaze. According to Detective Wayne Hatlestad, the sheriff's office is attempting to locate a dark blue Geo Tracker with a white soft top that was seen in the area at the time of the fire. Anyone with information regarding the fire is asked to contact the sheriff's department. Hatlestad said the Minnesota Arson Reward Project is offering up to $2,500 for information leading to the identification of the persons responsible for this fire.
