In many states, these new arrivals were allowed to vote regardless of their residency or citizenship status. Taking advantage of this situation, powerful, and often corrupt, big-city political machines advanced the interests of these immigrants in exchange for their votes. The career of Chester A. Arthur is an example of such machinery at work. Arthur was the fifth child of a fervent abolitionist preacher who moved his family from one Baptist parish to the next throughout New York and Vermont. In college, Arthur was a less than outstanding student because he was much more interested in extracurricular activities and political demonstrations than in his studies. As a young man, Arthur worked for one of the most prominent law firms in New York, aiding in some of the most crucial cases of the day. Many of these cases focused on the difficult question of African American rights.

- Inaugural address, 1881 Have you ever in your life heard a reference to President Arthur We thought not. Neither have we. Perhaps the most unknown of the unknown, President Chester Arthur came from relative obscurity, became President by way of a heinous event, accomplished little and never had a chance to seek a second term. In July 1881, after only four months in office, President Garfield was mortally wounded at the Washington railroad station by gunfire from a disgruntled office seeker and died 80 days later, leaving Chester A. Arthur as President of the United States and the third President to have served as President within a 12 month period. Specters of the tainted past greeted Arthur when he assumed office as the political pundits of the day predicted a flood of corruption and graft. However, that never occurred and Arthur ran the presidency in an honest and upright fashion. In fact, he showed great political courage by vetoing a graft-laden "rivers and harbors" bill, by breaking relations with his former New York political boss and by vigorously prosecuting fellow Republicans accused of defrauding the government. Legislatively, though, little of any consequence was achieved during his term except for the creation of the modern Civil Service system with its competitive examinations and non-political merit system. It became law because, in another display of exceptional political courage, Chester Arthur went against the will of his own party and supported it.

    Chester Arthur married, 29 October, 1859, Ellen Lewis Herndon , of Fredericksburg, Virginia, who died 12 January, 1880, leaving two children, Chester Alan Arthur, born 25 July, 1865, and Ellen Herndon Arthur, born 21 November, 1871. Their first child, William L. H. Arthur, was b. 10 Dec., 1860, and died 8 July, 1863. Mrs. Arthur was the daughter of Commander William Lewis Herndon, of the U. S. navy, who, in 1851-'2, explored the Amazon river under orders of the government, tie perished in a gale at sea, 12 Sept., 1857, on the way from Havana to New York, while in command of the merchant-steamer, "Central America."     Chester Alan Arthur was born on October 5, 1829 in Fairfield, Vermont. His father, William Arthur, was an Irish-born Baptist minister and schoolteacher, and his mother, Malvina Stone Arthur, was born in New Hampshire. The Arthur’s had five daughters and two sons, of whom Chester was the eldest son. In 1860 Arthur campaigned in New York City for presidential candidate Abraham Lincoln. He also worked for the reelection of Edwin D. Morgan as Governor of New York, and when Morgan won, he appointed Arthur engineer in chief of his military staff, which was an honorary post. At the outbreak of the Civil War in 1861, Morgan asked Arthur to take over the duties of quartermaster general in New York City. The post involved supplying barracks, food, uniforms, and equipment to thousands of troops who passed through the city. He supervised the equipping of more than 220,000 volunteers before 1863, when he resigned after a Democrat was elected governor. In 1880, the Republican Party was split into two factions, the Stalwarts, strong believers in party loyalty above all else, and the Half-Breeds, who believed in minor political reforms. At the Republican National Convention, both factions were so evenly matched that a candidate could not gain the necessary majority for nomination. The deadlock in the convention lasted until the 36th ballot, when James A. Garfield was unexpectedly nominated. To make sure of the Stalwarts aid in the election, the convention nominated Arthur for vice president. Garfield won the election and Arthur took the Senate chair, but he did not lose his interest in New York politics.

Chester Alan Arthur was born at Fairfield, Vt., on Oct. 5, 1829. A graduate of Union College, he became a successful New York lawyer. In 1859, he married Ellen Herndon. During the Civil War, he held administrative jobs in the Republican state administration and in 1871 was appointed collector of the Port of New York by Grant. This post gave him control over considerable patronage. Though not personally corrupt, Arthur managed his power in the interests of the New York machine so openly that President Hayes in 1877 called for an investigation and the next year Arthur was suspended. In 1880 Arthur was nominated for vice president in the hope of conciliating the followers of Grant and the powerful New York machine. As president upon Garfield's death, Arthur, stepping out of his familiar role as spoilsman, backed civil service reform, reorganized the cabinet, and prosecuted political associates accused of post office graft. Losing machine support and failing to gain the reformers, he was not nominated for a full term in 1884. He died in New York City on Nov. 18, 1886.

    On September 20, 1881, upon the death of President Garfield, Vice President Arthur received a group at his home in New York City to take the oath of office, administered by New York Supreme court Judge John R. Brady. the next day he again took the oath of office, adminstered by Chief Justice Morrison Waite, in the Vice President's Office in the Capitol in Washington, D.C. Biography: Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President." The son of a Baptist preacher who had emigrated from northern Ireland, Arthur was born in Fairfield, Vermont, in 1829. He was graduated from Union College in 1848, taught school, was admitted to the bar, and practiced law in New York City. Early in the Civil War he served as Quartermaster General of the State of New York.
    President Grant in 1871 appointed him Collector of the Port of New York. Arthur effectively marshalled the thousand Customs House employees under his supervision on behalf of Roscoe Conkling's Stalwart Republican machine.
