    Arthur demonstrated as President that he was above factions within the Republican Party, if indeed not above the party itself. Perhaps in part his reason was the well-kept secret he had known since a year after he succeeded to the Presidency, that he was suffering from a fatal kidney disease. He kept himself in the running for the Presidential nomination in 1884 in order not to appear that he feared defeat, but was not renominated, and died in 1886.

    Biography

    Chester Alan Arthur, 21st PRESIDENT OF THE UNITED STATES (1881-85), succeeded to the presidency on the death of James A. GARFIELD on Sept. 19, 1881. An influential member of Roscoe's political organization in New York State before he won the VICE-PRESIDENCY in 1880, Arthur made a competent chief executive. This creditable record contradicted the general dismay expressed when he entered the WHITE HOUSE Early Political Career Arthur was born in North Fairfield, Vt., on Oct. 5, 1829, the son of a Baptist clergyman and schoolteacher. He graduated from Union College in Schenectady, N.Y., in 1848 and was admitted to the bar in 1854. Practicing in New York City, he defended fugitive slaves and joined the REPUBLICAN PARTY . In 1859 he married Ellen Lewis Herndon, and they had three children. Arthur became an aide to Edwin D. Morgan in Morgan's successful gubernatorial campaign of 1860 and was appointed the state's engineer-in-chief. For the first two years of the Civil War, he served as assistant quartermaster general, supplying food and equipment for the New York militia, then inspector general, and finally quartermaster general for New York.     Birthplace: Fairfield, Vermont
    Religious Denomination: Episcopalian
    Political Party: Republican For a twenty-year period, starting in 1881, the White House was occupied by men of Ulster descent. The first of these Ulster-American presidents was Chester Alan Arthur. Arthur was the third, and to date the last, of America's 'first generation' presidents, following Andrew Jackson and James Buchanan. His grandfather and father, the Baptist minister William Arthur, had emigrated to the USA in 1816, from Cullybackey in County Antrim. Chester was born 5 October 1830 in Fairfield, Vermont. Chester Arthur's early career was as a lawyer, and during the Civil War he served as Brigadier General in the New York State Militia before being promoted to Inspector General of Forces.
    Arthur was elected as vice-president to President James Garfield in November 1880, taldng up office the following March. In September 1881 Chester Arthur became president when Garfield was assassinated by a disappointed office-seeker.

    Famous Former Quartermasters Former members of the Quartermaster Corps include U.S. Presidents, military heroes and prominent citizens. From the American Revolution to about 1912, officers and noncommissioned officers were detailed from the Infantry, Artillery and Cavalry to the Quartermaster Department. With the expansion of the Armed Forces during the various conflicts of the 20th Century a number of citizen soldiers entered the Army and the Quartermaster Corps.     Chester Alan Arthur was born at Fairfield, Vt., on Oct. 5, 1830. A graduate of Union College, he became a successful New York lawyer. In 1859, he married Ellen Herndon. During the Civil War, he held administrative jobs in the Republican state administration and in 1871 was appointed collector of the Port of New York by Grant. This post gave him control over considerable patronage. Though not personally corrupt, Arthur managed his power in the interests of the New York machine so openly that President Hayes in 1877 called for an investigation and the next year Arthur was suspended. In 1880 Arthur was nominated for vice president in the hope of conciliating the followers of Grant and the powerful New York machine. As president upon Garfield's death, Arthur, stepping out of his familiar role as spoilsman, backed civil service reform, reorganized the Cabinet, and prosecuted political associates accused of post office graft. Losing machine support and failing to gain the reformers, he was not nominated for a full term in 1884. He died in New York City on Nov. 18, 1886.
