Introduction
"Offshore centers", "tax havens" or "financial centers" are basically jurisdictions where there are no relevant (personal and/or corporate) income taxes, or jurisdictions that grant special tax privileges to certain types of companies or operations. Financial centers can be divided into to types: low tariff financial centers that simply have no or very low tariffs for corporate or income tax (Bahamas), or high tariff financial centers, that have a rather high tariff for corporate and income tax, but have created tax incentives and/or have entered into tax treaties to relieve the burden (many people do not realize it; others would hate to admit it, but the Netherlands, with for instance its "participation exemption", consolidated regime, rulings and 60 plus tax treaties, is basically a tax haven for many internationally operating companies).
Aruba as a Financial Center
The offshore financial industry of Aruba has relied for years on three main legal (tax) provisions or policies: (1) the Aruba Tax Exempt Company (or the Aruba Exempt Corporation "AEC") regulation and (on a smaller scale) (2) the offshore tax status regulation for Aruba based offshore companies ("AOC") and (3) the offshore banking licensing policy. To a certain extent the free zone legislation can also be deemed to be an "offshore minded" provision.

On Friday morning Commissioner of Constitutional Affairs Sarah
Wescott-Williams, will meet with Aruba's Council of Ministers, to discuss
the June 23, 2000 referendum, as well as the on-going process to prepare
St. Maarten to become a country. Wescott-Williams told the Government Information Service (GIS) that the overall objective of the meeting is to inform the Aruba Government as a partner in the Kingdom of St. Maarten's efforts so far, and to be able to answer any questions that they may have. She added that this will be a continuous process of keeping the partners informed. "At the same time we will be seeking their support for St. Maarten's position.

Aruba's Government Detailed Information
The Kingdom of the Netherlands is a hereditary constitutional monarchy. The system of Government in Aruba is based on Western democratic principles and the structure of the Aruban government is now as follows:
The Governor is appointed by the Queen of the Kingdom for a term of six years and acts as the sovereign's representative on the island.
The Legislature consists of a 21-member parliament, elected by popular vote for a four-year term of office.
The Council of Ministers, presided over by the Prime Minister, forms the executive power.
Legal jurisdiction lies with a Common Court of Justice of Aruba and the Antilles Netherlands and a Supreme Court of Justice in Netherlands.
Political Structure
On January 1, 1986 Aruba became a separate entity within the Kingdom of the Netherlands, an event of historical proportions.
Historically, Aruba was part of the Netherlands Antilles, a six-island federation which also included Bonaire, Curacao, St, Marten, St. Eustatius and Saba. This island grouping, in turn, formed the Caribbean component of the Dutch Kingdom, a constitutional monarchy with the Queen of Holland having the dual role of head of state of the Kingdom of the Netherlands, as well as of the country of Holland.
At a Round Table Conference (March 1983), all partners in the Kingdom (Holland, the Central Government of the Netherlands Antilles, and the governments of the individual islands) agreed to grant Aruba separate status within the Kingdom. As of January 1, 1986, the Kingdom consists of three partners: Holland, Aruba and the Netherlands Antilles (5 islands). Aruba will remain part of the Dutch Kingdom, but will have direct ties with Holland, no longer needing the Central Government of the Netherlands Antilles to manage its own affairs.
