    December 26, 2002 COUNTRY DESCRIPTION: Aruba, an island in the Caribbean, is an autonomous part of the Kingdom of The Netherlands. Papiamentu, a local dialect, is the primary language, but almost everybody speaks English. Tourist facilities are widely available. ENTRY REQUIREMENTS: A valid U.S. passport, or a U.S. birth certificate (original or a certified copy) or Certificate of Naturalization accompanied by valid photo identification, must be presented. While a passport is not mandatory, it is recommended, since it is more readily recognized as positive proof of U.S. citizenship. No visa is required for stays of up to three months, but tourists may be asked to show onward/return tickets or proof of sufficient funds for their stay. The length of stay actually authorized may be based on the ability to show sufficient funds. For further information, travelers may contact the Royal Netherlands Embassy

    History and Government
    History: Alonzo de Ojeda discovered Aruba in 1499, and claimed the island for Spain. However, the Spaniards did not consider the island worth colonising and left the original Arawak Indian inhabitants to live in virtual peace. The Spaniards' lack of interest resulted in the island becoming a haven for pirates and buccaneers. Spanish hegemony continued unchallenged, however, until 1634, by which time the war with Holland was well into its seventh decade. Dutch war interests then switched to the Caribbean and the Dutch fleet took over the neglected territory with little opposition. In 1643 the Dutch appointed a governor to take charge of Aruba and the rest of the Netherlands Antilles. Except for a brief period in the early 19th century when the British took possession, Aruba has remained under peaceful Dutch jurisdiction ever since.
    On January 1, 1986 Aruba achieved internal autonomy, separating it administratively from the rest of the Netherlands Antilles, although it remains an integral part of the Kingdom of the Netherlands. This was originally conceived as the first step towards independence, for which a ten-year transitional period was planned. In March 1994, however, after consultation with the Dutch government, this plan was shelved. Independence at some later date has not been completely ruled out, but it will now require the consent of two-thirds of the population in a referendum. The reluctance to move towards independence seems to have come from the Arubans themselves, especially the leading political party, the

Once profitable gold mining and oil refining - industries that relied on non-sustainable resources - failed the island nation as a steady source of income. So in the mid 1980s, Aruba turned to tourism, including diving - one of the fastest-growing segments of Aruba's tourism industry. In addition to a variety of reef dives, the island features an extensive collection of wrecks that Rodale's Scuba Diving readers rank second only to Bermuda as the best wreck diving in the Caribbean. To ensure these natural and artificial reefs aren't busted in the latest economic boom, the Aruba Watersports Association is urging the island government to create a national marine park.
    Inspired By Bonaire
    Dive operators envision something like Bonaire's self-maintaining marine park, says AWA President Greg Hainline. The organization already maintains 26 permanent mooring buoys, but wants a government-backed park to give the reefs legally-enforceable protection from anchoring, fishing and other threats. So far, the island government has been receptive, Hainline says, but an outpouring of support from the international dive community could go a long way toward cutting red tape.
