NATIONAL JAPANESE AMERICAN CITIZENS LEAGUE, OLDEST ASIAN AMERICAN CIVIL RIGHTS ORGANIZATION, DONATES ARCHIVES TO JAPANESE AMERICAN NATIONAL MUSEUM LOS ANGELES.-The National Japanese American Citizens League (JACL), the oldest and largest Asian American civil rights and human rights organization in the country, announced that its National Board voted to donate its archives to the Japanese American National Museum, whose collection of material culture documenting the Japanese American experience is the largest in the world. The JACL was founded in 1929, partly in response to anti-Japanese sentiment in America. At various times in the next 70 years, it lobbied Congress to either repeal discriminatory laws or to pass bills to correct historic wrongs. For example, the JACL led efforts to pass the McCarran-Walter Act in 1952, which finally allowed immigrants from Asia to become naturalized U.S. citizens. In the 1980s, the JACL was among several groups that advocated for redress for Japanese Americans for their unlawful incarceration during World War II. The Civil Liberties Act of 1988 provided an official apology and individual reparations for eligible recipients. The Japanese American National Museum's mission is to promote understanding and appreciation for America's ethnic and cultural diversity by preserving and telling the story of Americans of Japanese ancestry. Founded in 1985, the National Museum opened the doors to its Historic Building in 1992 and completed a $45 million project by opening its 85,000-square-foot Pavilion in 1999.

Mr. Speaker, a number of concerns have been expressed over the past few months regarding the manner in which Chairman Burton and the majority Members of the House Government Reform and Oversight Committee have conducted their investigation into campaign finance abuses during the 1996 election campaign. There have been complaints that the investigation too partisan, that it is duplicative and poorly managed. After nine-months and literally millions in tax-payer funds, this investigation has been beset with delays, staff resignations, poorly conducted investigations, and bungled procedures. At the recent meeting of the Committee at which Committee members voted to extend immunity to a few witnesses who will testify at a hearing later this week, I raised a matter of the most serious concern to me. Mr. Speaker, I would like to call to the attention of the House those concerns which I raised during the meeting of the Committee. Mr. Speaker, this House and the Committee investigating campaign finance must be particularly sensitive about the possible discriminatory effects that the investigation may have on Asian Americans. There is a grave danger that stereotyping and Asian bashing will become, and in many instances have become, part and parcel of this investigation.

Washington, DC – This morning at the House Triangle in the shadow of the Capitol, national civil rights organizations and Members of Congress convened a press conference to commemorate the 20th anniversary of the murder of Vincent Chin and to demand that Congress pass a stronger federal hate crimes statute. The Japanese American Citizens League (JACL), the nation’s oldest and largest Asian Pacific American civil rights organization, joined our colleagues in remembering Mr. Chin and calling on the Congressional leadership to bring the Local Law Enforcement Enhancement Act for floor votes in both chambers. "We should be standing here today to acknowledge that Vincent Chin did not die in vain. And yet, we stand here, demanding many of the same rights that Asian American activists demanded after the murder of Vincent Chin," noted Deepa Iyer of South Asian American Leaders of Tomorrow. "Let us not waste another twenty years risking the lives of more innocent people before hate crimes are squarely and honestly addressed in America."

The 27-page petition seeks Civil Rights Commission hearings into the discriminatory impact on Asian Pacific Americans of actions by members of Congress, the DNC, the NRSC, numerous politicians, and the news media. The petitioners are represented by the American Civil Liberties Union and the law firm of Minami, Lew and Tamaki of San Francisco. After one year of broad-sweep investigations, Asian Pacific Americans have been distressed by a widespread, harmful racial climate that includes:
  • Numerous bills now before Congress have provisions that limit the First Amendment rights of Asian Pacific American immigrants and other legal permanent residents to Free Speech and political participation in American life;

Background Information Background on Vincent Chin Case Jun 5, 2002 By the United Asian American Organizations, University of Michigan-Ann Arbor On June 19, 1982 Vincent Chin was beaten to death with a baseball bat. At the time, the American auto industry was in a crushing recession and much of the hostility was directed at Japan. Chin was a 27-year-old Chinese American who was celebrating his bachelor’s party in Detroit. Mistaking Vincent for a Japanese American, two white autoworkers began to harass Vincent with racial epithets and a fight broke out. When the men were thrown out of the bar, Ronald Ebens and Michael Nitz retrieved a baseball bat from their car and Vincent Chin ran for cover.

News Civil Rights Groups Submit Brief in Mandatory Detention Case Nov 4, 2002 By RPG Newswire WASHINGTON (RPG Newswire) - On October 28, 2002, the National Asian Pacific American Legal Consortium (NAPALC) and ten other organizations submitted a brief amici curiae to the Supreme Court of the United States in Demore v. Kim, No. 01-1491. The brief challenged the Constitutionality of a 1996 statute requiring the Attorney General to jail legal permanent residents who might be removed from the United States because they have been convicted of a crime. These individuals, most of whom have already served their criminal sentence and have gotten on with their lives, are detained without any bond hearing to determine if they can be released on bail.

For the first time in their 150-year history in the United States, Asian Americans are forming a national civil rights organization that they hope will provide them with a unified voice and the meaningful political participation that has eluded people of Asian heritage. The movement is designed to provide the United States' fastest growing group with political clout like that of well-established associations such as the National Association for the Advancement of Colored People, which guards the rights of blacks, and the Anti-Defamation League, which is vigilant in defense of American Jews. Formation of the National Asian Pacific American Network Council has been spurred by the campaign fund-raising controversy which has occupied center stage in national politics and the front pages of major newspapers since last fall. "This crisis has given us huge momentum," Francey Lim Youngberg, executive director of the Washington-D.C.-based Congressional Asian Pacific American Caucus Institute, told community leaders in Los Angeles last week. "This is the year to do it." In the past year, the relentless news coverage and political battling over the fund-raising scandal focused attention not only on central figures such as John Huang but also on the Asian community's longstanding frustration with its inability to secure political access and power.

According to a report by the U.S. Minority Business Development Agency , Ethnic minorities will account for 90% of the total growth in the U.S. population from 1995 to 2050.
