    April 29, 1998 Contact: Jonathan Wong (415) 954-9971 San Francisco, CAThe Surgeon General's report on The Tobacco Use Among U.S. Racial/Ethnic Minority Groups is an important document that has long been awaited and has come at an opportune time. The report demonstrates that it is critical to enact a comprehensive tobacco control legislation with a focus on minority populations. "The Blueprint is important because it gives the definitive word on tobacco issues in the Asian and Pacific Islander community," says Tessie Guillermo, executive director of APIAHF. "The Health Forum has been involved with tobacco control activities with Asian and Pacific Islander organizations in California for almost ten years, and we finally have a vehicle with which to pro-actively determine policy." Among many issues, the Blueprint positions AAPI tobacco control advocates on the following:
    "Our local surveys show smoking rates are very high in some communities, especially males and newly arrived groups, and federal surveys do not reflect this," says Chris Jenkins, executive director of the Vietnamese Community Health Promotion Project. Moreover, it is important to focus on international tobacco control. While U.S. tobacco consumption has decreased, it has increased in Asia, where tobacco companies can market to children, sell cigarettes with high nicotine levels, and irresponsibly advertise on billboards by translating the message in the local AAPI languages but not the Surgeon General's Warning. In the case of the Philippines, tobacco companies have used the sacred images of the Virgin Mary and Saint Theresa for a promotional 1997 calendar.
