    Five East Bay Asian-American organizations have joined forces to increase Asian-American voter participation and promote voter education. The Chinese American Political Association (Contra Costa), Citizens for a Better Community (Fremont, Tri-City), Oakland Chinese Community Council, The Organization of Alameda Asians and the Organization of Chinese Americans-East Bay Chapter are now formally members of the East Bay Asian Voter Education Consortium.
    Each of the above organizations has been highly effective in promoting the interests of Asian-Americans in its own community and all share the common goal of increasing Asian-American awareness and participation in community and political activities.
    The Consortium will share resources and exchange information, thus effectively expanding each member's efforts to affect the entire East Bay region. Members will share volunteers, and expertise in registering voters and disseminating information on regional issues and political candidates. Each member will contribute its unique abilities to orchestrate well-organized regional efforts. For instance, OCCC offers its unique ability to organize and outreach to immigrant communities, while OCA offers its network of over 40 OCA chapters across the country and its national office in Washington, D.C.
    The Consortium is being organized as a non-profit 501(c)3 organization. A governing board made up of member organizations meets monthly. Any non-profit organization interested in promoting Asian-American voter participation and civic involvement may become a member of the Consortium. Members must be committed to sharing resources and contributing to a regional approach in reaching its goals. A minimum of $100 annual contribution is required. Current board members include Danny Wan, Lily Hu (OCA); Helen Troxel, Robert Chen, Cheng Liao (CAPA); Brian Leung (OCCC); Arnold Fong, Alice Lai-Bitker (OAA): and Albert Wang, Daphney Yang (CBC).

    top Substance abuse prevention programs for the Asian Pacific American communities must be an integral component of a comprehensive health program. Substance abuse problems among Asian and Pacific Islander populations are much more serious than people realize. This is due to the lack of good information that can be used to identify the problems. In particular, there is a need to identify differences within the Asian populations. Rates and patterns of use and abuse differ substantially from one group to the next. Without systematic data collection there is no effective way for us to understand our own communities and for us to get this message across to other people.
