Find More Stories Like This The trade spat between the two titans has escalated rapidly since April. That was when the Japanese government, under pressure from the farm lobby, slapped tariffs on Chinese mushrooms, leeks, and the reeds used in tatami mats. In late June, Beijing imposed tariffs on Japanese cars, mobile phones, and air conditionersand Japanese carmakers have now vowed to halt the exports of autos to China. As Japan's ruling Liberal Democratic Party gears up for crucial July 29 elections, the country's farmers and small manufacturers are agitating to slow the flow of everything from Chinese hand towels to chopsticks to bicycles. From all appearances, then, the trade battle is causing irreparable harm to the two giants' relationship. But appearances can be deceiving. In fact, the two economies already are deeply integratedand are growing more so every day. And nothing that has happened is likely to change that. "In spite of diplomatic problems from time to time," says Japan Finance Vice-Minister Haruhiko Kuroda, "we see a close economic relationship between the two countries." Indeed, the brouhaha over produce and straw mats shows just how reliant the Japanese have become on China to fill their sukiyaki hotpots and also furnish their homes.

Asian countries have assumed a future of limitless export markets, and have built manufacturing plants, offices and other commercial buildings substantially in excess of domestic needs. 1. Introduction

Thank you, Dr. Sohmen. It is both an honor and a pleasure to have this opportunity to deliver a speech before Commerce Secretary Daley, PBEC Chairman Sohmen, and the distinguished group of CEOs from throughout the Asia-Pacific region.
This session carries the title "Japan and USA: Economic Faultlines or a Stable
Landscape?" Geologically, of course, Japan is rife with faultlines and is very earthquake-prone, and there are some analysts who contend that Japan is just as faulted-just as prone to tremors-economically. However, it is very difficult to predict where in other places the next quake will be. Today I would like to touch upon some of the things that Japan is taking to ensure that APEC region enjoy sustained long-term economic development.
In today's speech, I am going to refer to three points, First, the lessons that Japan and the other Asian economies have learned from the Asian economic crisis; second, the challenges that the globalizing world economy faces; and third, the measures that APEC and Japan in particular should implement.

    The Asian Trade Promotion Forum (ATPF) is a forum of 21 trade promotion organizations in Asia, including the Oceanic region. The external environment of trade promotion is becoming more complex and expansive, moving at a rapid pace. This situation poses a major challenge, not only to ATPF, but also to all other TPOs around the world. We must take on this challenge. Origins The first meeting of ATPF was held in Tokyo in 1987. The advocate of the forum was the then-chairman and CEO of the Japan External Trade Organization (JETRO), Mr. Akazawa. His intention was to establish a setting for annual meetings of Asian TPOs for free opinion exchanges, through which participants could promote mutual understanding, confirm friendship and solidarity, and implement trade promotion projects effectively. Ten TPOs gathered for the inaugurating forum. At the time, we had no specific information as to what kind of activities each TPO was conducting. Although they had the occasion to meet each other individually, there had never been an overall gathering of TPO leaders. Who participates?

    Australia and Japan have a long and strong economic relationship, but it is losing momentum and is not the broad economic relationship it should be in a globalized economy. Perceptions on both sides need to be altered to broaden the relationship. An institutional commitment such as a free trade agreement is required to secure this change. Agreement to put interests in common ahead of differences is necessary to proceed. Australia and Japan have strong common interests in global and regional economic affairs. A revitalized bilateral economic relationship is necessary if Australia and Japan are to collaborate to advance common global and regional interests.     TAMF II Indonesian Technical Assistance Management Facility What TAMF involves Projects may involve placement of Australian Sub-contractors or Consultants in key agencies to advise, train and enhance the capacity of key Indonesian individuals and groups. It can involve work through seminars, applied research and workshops as well as work-based training. Most programs are delivered in Indonesia. Work placements and short term training are also undertaken in Australia. In the first phase of the program, technical assistance focussed on a range of economic and financial issues, including macroeconomic policy development and implementation, debt management, bank restructuring, bank monitoring and supervision as well as corporate governance and fiscal decentralisation. Who runs TAMF Australian Based: Alan Oxley is the Program Director of TAMF and a Director of International Trade Strategies Pty Ltd, the Australian Management Contractor of TAMF II. Alan is a leading authority in the Asian Pacific Region and has direct knowledge of economic governance problems of the Indonesian economy. This is the result of projects undertaken by ITS and involvement in APEC issues since 1995 as Chairman of the APEC Centre. He is academic adviser on International Trade for an MBA offered in four countries by the Asian Association of Management Organisations. He teaches trade policy to Australia's trainee diplomats. He is Counsellor to the Committee for the Economic Development of Australia. Alan graduated from Monash University with honors in 1970 where he studied Asian history and politics.
