International Trade and Investment
In much of the Asia and Pacific region, economic growth has occurred in parallel with increasing economic integration into the global economy through foreign trade and international investment. In East Asia, export-led industrialization was the leading edge of the region's development strategy, and this is now the development model of most DMCs. Private investment sourced internationally is the dominant basis of capital for such development. International initiatives on trade and investment within the context of the General Agreement on Tariffs and Trade (GATT) and the WTO focus on further liberalization of trade and investment regimes. A parallel set of initiatives for trade liberalization is also slowly taking root under the auspices of ASEAN and other regional organizations. In this context of economic globalization, policy integration for trade and investment implies an open trade and investment regime, not necessarily an unregulated regime (see Box 4-5). Policies that encourage open trade and investment do not contradict policies that require all investors (foreign and domestic) to meet national environmental performance standards. Typically, this will involve developing in accordance with a “master” plan supported by EIA of all new investments. An approach of combining national environmental performance standards with support of open trade and investment will (in most cases) provide the best route to securing improvements in economic and environmental performance.

IDRC TEC: Project Index Project Title: South Asian Civil Society Network on International Trade Project Description: The 1990s saw a number of changes in the international trading system. The decade witnessed an unprecedented lowering of tariffs and a large increase in foreign investment flows. This has stimulated growth but unevenly, both within and across nations. The second aspect of this change is the alternating nature of alliances between countries. Rather than country-to-country specific, alliances are woven around issues. Today, the meaning and string of the term "south-south cooperation" has less significance than it had before. The possibility for a country getting into an alliance is no longer determined in a strict manner, as in the form of developed versus developing countries. On the other hand, there has been a significant trend towards region-specific alliances, with an increase in the number and extent of regional trade arrangements. Thirdly, at the national level, countries have made attempts at economic reforms (through structural adjustment and macro economic stabilisation programmes), which are interwoven with reforms in trade policies for implementation of the Uruguay Round accords of the General Agreement on Tariffs and Trade (GATT). Finally, there is an interesting and new phenomenon, which is manifesting itself in the global system, namely the internationalisation of civil society. With the rapid flow of information across the globe at extremely low costs, civil society groups are better placed than ever before to understand and talk to each other at a global scale. This is having a direct impact on international economic policy making, as well as at national and regional levels.

The project addresses the need to increase Asia-specific curricular and business assistance for exports to Asia. The two-year project is funded by the U.S. Department of Education Business and International Education Title VIB Program and Bradley University. The project has two primary goals and seven objectives:
  • Goal 1) Student Education: to enhance student's international awareness, understanding and international business skills through faculty development, curricular enhancements, and adding a travel component to the International Senior Consulting Project. This project will achieve this goal with an exclusive focus on Asia.
    Goal 2) Business Education: to improve the competitiveness of Illinois companies in their trade with Asia markets through training, counseling, and the International Senior Consulting Projects.
      Objective 1) Faculty Development: increase business faculty expertise and experiences in Asia, with a priority on China and Korea, and raise the profile of international business generally within the business faculty. The faculty will participate in a custom, on-campus training program using university Liberal Arts and Science's faculty and non-university faculty. Business faculty will also conduct overseas study in Asia or participate in CIBER Asia training program.

    Cooperation in Trade Facilitation among the Regional Commissions The regional commissions have been giving increasing focus to trade facilitation in the overall context of their work for promotion of regional and inter-regional trade. Currently, with ECE leading the process, the regional commissions have been cooperating in the following areas: Trade Facilitation All Regional Commissions collaborated with ECE in organizing an International Forum on Trade Facilitation, which was held in Geneva, 29-30 May 2002. The Forum focused on the trade facilitation issues of developed, developing, transition and land-locked economies and worked on a new agenda for future work and direction in this area.
    • ECE, as lead agency, launched the United Nations electronic Trade Documents (UNeDocs) project, which is supported by ESCAP and ESCWA. The aim is to promote and provide tools for the use of trade documents that are aligned to international trade standards in paper and electronic format. ECE together with ESCWA and ECA started a project for ‘Capacity-building in trade facilitation and electronic business in the Mediterranean’ region. ECA has designated its sub-regional Centre in Tangier, Morocco as lead unit for the implementation of the inter-regional Mediterranean initiative.
