National Assessment of Educational Progress (NAEP) OVERVIEW For more than 30 years, information on what American students know and can do has been generated by the National Assessment of Educational Progress (NAEP) . It is the first ongoing effort to obtain comprehensive and dependable achievement data on a national basis in a uniform and scientific manner. Commonly known as the "Nation's Report Card", NAEP is a congressionally mandated project of the U.S. Department of Education's National Center for Education Statistics (NCES) . NCES is responsible, by law, for administering the NAEP project through competitive awards to qualified organizations. The National Assessment Governing Board (NAGB) , appointed by the Secretary of Education but independent of the Department of Education, governs and sets policy for NAEP. NAGB develops the frameworks that provide the theoretical basis for the assessment and specific direction for what kinds of knowledge and skills should be assessed, how the exercises should be designed, and how student responses should be scored. The frameworks are the result of comprehensive efforts in which teachers, curriculum experts, policymakers, and members of the general public worked to create a unified vision of how a particular subject ought to be assessed. This vision is based on current educational research on achievement and its measurement, and good educational practices. NAEP is a continuing, national survey of the knowledge and skills of young Americans in major learning areas taught in schools.

outside the 50 United States are the same as in the United States (October 26, 2002; December 14, 2002; February 8, 2003; April 12, 2003; and June 14, 2003). Not all centers are scheduled for every test date. outside the 50 United States are also the same as in the United States (October 25, 2003; December 13, 2003; February 7, 2004; April 3, 2004; and June 12, 2004). Not all centers are scheduled for every test date. Students must register directly with the supervisor of the test center where they wish to test, not with ACT and not via the Web. The deadline date for contacting the test center is the Friday two weeks before the scheduled test date.     Standardized tests have a disproportionate impact on students, teachers and curriculum in schools that serve low income and minority students (Mitchell 1992; Tate 1993). Some widely found effects that are of particular consequence for equity in education are reviewed briefly below.
    Testing and Ability Grouping
    A substantial share of U.S. schools engage in ability grouping or tracking of students beginning at the elementary and middle grade levels according to presumed ability levels. As a number of studies have shown, tracking almost always means that those pupils who need the most support to raise their performance levels get the least, while those who need it the least have it showered on them. The consequence is a two tiered system of education characterized by the following conditions.

Excellent schools are accountable for their "products," the students who pass through their classrooms, but what exactly do we mean by the term accountable? This chapter explores the meaning of accountability, the growth of the standards movement, and an accompanying rise in what is called "high-stakes testing." To be forthright, I believe that high-stakes testing, in its current manifestation, is a serious threat to excellence and national standards. "Standards-based reform" is the rallying cry for these efforts to enliven the "National Science Education Standards" (NSES: National Research Council, 1996). Ongoing reform in science education has intensified in response to the results of widely reported national and international studies of student understanding.     THE MOVE TO HIGH STAKES TESTING
    One prominent new strategy for ensuring accountability and higher performance among students has come to be known as "high-stakes" testing, the use of test scores to determine which students will graduate or which will be promoted from one grade to the next. In some cases the stakes may also include decisions about which teachers will get salary bonuses, or which schools will get extra funds to support academic improvements. This rapidly spreading practice was once described as "the latest silver bullet designed to cure all that ails public education" (Kunen, 1997). But is it a bullet that cures, or does it kill? Does high-stakes accountability testing support standards-based reform efforts, or hinder them?

    The ISLLC Standards for School Leaders were adopted by the Consortium in 1996 and are in use throughout the country. The assessment was developed by ISLLC and ETS. The SLLA is grounded in research and linked directly to the ISLLC Standards for School Leaders. In collaboration with ETS, six states from the Consortium funded and developed an assessment for the initial licensing of beginning principals. The (SLLA) began national administration in October 1998. Arkansas, Kentucky, Maryland, Mississippi, Missouri, and North Carolina are using the SLLA for licensure, and several other states are in discussions with ISLLC and ETS to use the SLLA in their states.
