Meanwhile, the Senate will hold hearings as the National Aeronautics and Space Administration and the House Science Committee plan their own investigations of what went wrong. The independent panel, led by retired Adm. Harold W. Gehman Jr., was holding its initial meeting Monday at Barksdale Air Force Base in Louisiana. None of the previous warnings foretold the kind of tragedy that happened Saturday, but they depicted an agency that needed to intensify its focus on space shuttle safety. As President Bush took office, the General Accounting Office, the investigative arm of Congress, found in 2001 that the shuttle work force had declined significantly to the point it reduced NASA's ability to safely support the program. Many key areas were not sufficiently staffed by qualified workers and the remaining work force showed signs of overwork and fatigue, the GAO said. When it visited the problem again, it reported last week that "staffing shortages in many key areas still remain a problem." A federally mandated safety panel of outside experts expressed "the strongest safety concern" in 15 years when it reported to Congress last April.

As President Bush took office, the investigative arm of Congress found in 2001 that NASA's shuttle work force over the years had declined significantly to the point of reducing the agency's ability to safely support the program. Many key areas were not sufficiently staffed by qualified workers and the remaining work force showed signs of overwork and fatigue, the General Accounting Office stated. There were other warnings, including a report to Congress last April on the shuttle program by a federally mandated safety panel of outside experts which expressed "the strongest safety concern" in 15 years. "We just received a GAO report, I think last week, that looked at NASA's oversight of some of their private contractors and basically said it was inadequate," Sen. John Breaux, D-La., said Sunday on CNN. Members of Congress made clear Sunday that safety and the NASA budget will come under intense scrutiny on Capitol Hill this year, beginning Monday when the White House sends lawmakers details of Bush's priorities for the agency next year.

South American fishermen gave this phenomenon the name El Nino, which is Spanish for "The Child," because it comes about the time of the celebration of the birth of the Christ Child.       Research funds are neccessary to support research and teaching faculty; purchase equipment and supplies for laboratory, field, and clinical studies; upgrade facilities and instrumentation; support graduate students; and keep research programs vibrant and strong. The availability of funds is unpredictable from year to year and is subject to a wide variety of influences and may change dramatically and suddenly.     A Profile of Frank Eliscu

    Frank Eliscu is one the world's most successful and well-known artists. Over the last 50-some years, he has compiled a list of achievements that includes, along with the Heisman trophy, the creation of President Gerald Ford's inaugural medal. It was Eliscu who created a state gift for the late Soviet leader Leonid Brezhnev. His sculptures stand in a bank in Rockefeller Center. His Atoms for Peace makes its statement in Ventura, California. A promethean screen Cascade of Books is mounted on the front of the James Madison Library of Congress building in Washington, DC; it took Eliscu 10 years to complete and in 1985 won him top honors from the National Sculpture Society . The heroic bronze, along with Eliscu's plaque of Uncle Joe Cannon in the same city, has been declared a national monument, and by law can never be removed or changed in any way. He is a fellow of the National Sculpture Society and an academician of the National Academy of Design. Last year, he was recipient of the Herbert Adams Memorial Gold Medal for service to American sculpture. "From the time I was about eight years old, I knew I wanted to be an artist," says Eliscu. Born during the Depression in Washington Heights, NY, Eliscu's formative years were spent experimenting with different sculpting mediums, such as putty and paraffin. "My grandmother lived with us. She used to burn religious candles in little glasses. I would take the melted paraffin into the bathtub with me, and model horses' heads in the warm water," he reminisces. "She also made beaded bags and I used the beads to make the horses' eyes. I'd take putty and do bas relief's on the walls. I was very inventive, he says with a laugh.
