Food Standards Australia New Zealand Board
The Board of FSANZ numbers twelve. Members of the Board have been drawn from specialist areas - public health, food science, human nutrition, consumer affairs, food allergy, medical science, microbiology, food safety, biotechnology, veterinary science, primary food production, the food industry, food processing or retailing, small business, international trade, food regulation, consumer rights and consumer affairs policy, the National Health and Medical Research Council (NHMRC) and government. All members are part-time, except the FSANZ Managing Director. The Board meets at least five times a year and it can also convene through teleconferences to discuss urgent issues. Outcomes of FSANZ Board meetings are published regularly through the Food Standards Australia New Zealand website.

Note: The reference after each member' s name refers to the role specified in section 40 of the Food Standards Australia New Zealand Act 1991 which the member fulfils. All members, with the exception of the Managing Director of FSANZ, are part-time. Members are listed alphabetically after the Chairman.

Introduction An active participant in WTO affairs, Australia was commended in 2002 for the transparency of its legal and institutional framework for trade and investment. Sound macroeconomic policies and some far-reaching structural reforms have enabled the island nation to benefit from its past undertakings in unilateral trade liberalization and accomplish the past decade of impressive economic performance. As an export-dependent country, Australia has a major stake in maintaining a vigorous and open world trading system, and it favors the launch of a new round of trade negotiations focused on further liberalization of agriculture, industrial products and services. Tariff Cuts Customs tariffs account for only a small portion (2.3%) of Australia's total tax revenues, but they remain its main trade policy instrument. The average applied most-favored-nation tariff is a low 4.3%, down from 5.6% in 1997/98. Higher tariffs are maintained, however, in two industry sectors: passenger motor vehicles and textiles, clothing and footwear. The rates applicable to these goods are two to three times higher than the average for industrial products, but special reductions should be in place by 2005. The United States has proposed that tariffs on all manufactured goods be eliminated by 2015; Australia, however, will suggest an even more aggressive reduction in such tariffs at Geneva in February 2003, calling for industrialized countries to eliminate the duties by 2010 while allowing more time for tariff barrier adjustment by the developing world.

Europe will no longer be No. 1 dairy exporter, says UW economist
The United States, Australia and New Zealand will move to displace Europe in the world trade of dairy products in the next 10 years, says William Dobson, an agricultural economist at UW-Madison's College of Agricultural and Life Sciences. (Also see sidebar: NEW ZEALAND'S STRATEGIC ADVANTAGES)
Currently the European Union is the largest dairy exporter, with 45 to 50 percent of the market. The United States has only a 10 percent share of the world trade of dairy products; New Zealand holds 22 percent and Australia holds 9 percent.
"Europe is taking its obligations under GATT seriously," said Dobson, who just completed a study on the Ireland and New Zealand Dairy Boards and the world trade of dairy products.
In the Uruguay round of the General Agreement on Tariffs and Trade, the European Union agreed to reduce export subsidies for cheese, butter and nonfat dry milk. According to Dobson, this will have the greatest impact on world cheese prices because the GATT agreement will require the European Union to reduce subsidized exports of cheese by up to 25 percent by the year 2000.
However, the lower European cheese exports will be partially offset by other developments in world markets. "Australia and New Zealand will increase cheese exports by about as much as the European Union reduces the amount of subsidized cheese that it puts on the world market," Dobson said.

    Introduction
    The ITCS: International Trade by Commodities Statistics CD-ROMs are produced by the Organisation for Economic Co-operation and Development (OECD). They contain values and quantities of exports and imports for OECD Member countries plus, for recent years, for China, Hong-Kong, and Taiwan. Data are broken down by partner country (264 different countries) and by commodity. Current data are available from 1988 onward using the Harmonised System of classification. Commodities are presented down to the most detailed level available (down to 6-digits), although the user can also choose aggregated data (fewer digits of specificity). Historical data are available for 1961 through 1990 using the Standard International Trade Classification (SITC) down to the 5-digit level of detail if available.
