Trade unions can improve economies - World Bank

WASHINGTON: A country's economy may fare better if a large number of its workers belong to trade unions, the World Bank said in a study that marked a departure from the institution's traditional frosty approach to organised labour.
The report, released yesterday, found that high unionisation rates can lead to lower unemployment and inflation rates, higher productivity and faster adjustment to economic shocks. "The bank in the past has perhaps been hostile to trade unions, and the thing with this book is that it wants to have a very open and nuanced approach, different from the past," Robert Holzmann, the bank's director of social protection, told Reuters. "So no blank check to trade unions but a major offer to work with them because they're crucial." The report said union members in rich and poor countries alike get significantly higher average wages than workers who are not affiliated with a trade union.

Statistical Engineering Division, ITL Background: Goals: Key comparisons serve as the technical basis for the MRA and must therefore accurately reflect the true relationships between measurement systems maintained by NMI's belonging to the CIPM. The results of key comparisons must also be extensible to members of Regional Metrology Organizations (RMO's) to maximize recognition of measurement capabilities that exist in other metrology laboratories around the world. Impacts: The success of the MRA, based on successful key comparisons, will reduce measurement-based barriers to international trade by promoting convergence of measurement techniques. Assessment and discussion of measurement capabilities in an open forum may encourage NMI's to improve absolute measurement capabilities as well. Customers: Customers of key comparisons include NMI's in the CIPM and the various RMO's, secondary government and commercial metrology laboratories, and end-users of secondary metrology labs' services. SED Contributions: Current Projects: The recent signing (October, 1999) of the MRA has already led to a large increase in the number of interlaboratory studies that SED is involved in. Current projects that SED members are contributing to are listed below. These are among the findings contained in WTO's annual report The International Market For Meats 1995/96 today. The report, prepared by the Secretariat in accordance with the International Bovine Meat Agreement, presents a summary of the international situation and outlook for bovine meat and specific elements of the world beef economy on a country-by-country basis as well as summaries of the situation and outlook for pigmeat, poultry meat and sheepmeat. Among the highlights of the report are the following: - The United States is expected to become a net exporter of beef in volume terms this year for the first time since 1945 as a result of low domestic prices and favourable exchange rate movements. - Low beef prices in the United States have contributed to Australia and New Zealand not being able to take full advantage of wider market access for beef in the United States resulting from the Uruguay Round. Australian producers also suffered from drought. On the other hand, New Zealand has been able to raise its market share in Korea and Japan, in part at the expense of Australia.
