Patti Grace Smith Associate Administrator for Commercial Space Transportation During her career at DOT and FAA, the U.S. commercial launch industry has experienced significant growth and change: technological and infrastructure developments such as commercial spaceports; reusable launch vehicle technology and ocean-based launch platforms; as well as significant U.S. and international market growth and increased international partnerships. She also initiated and fostered greater cooperation and partnerships between aviation and space functions in the agency. Ms. Smith received her B.A. degree from Tuskegee University and did graduate work at Auburn University, George Washington University, and Harvard University School of Business. In 1996, she was awarded the Distinguished Alumni Award from her undergraduate alma mater. She is the recipient of numerous other awards and has served on several boards. Questions about this page.

Major Kevin A. Arbanas Biography: Major Kevin A. Arbanas is a native of Bountiful, Utah. He received his commission as a Second Lieutenant on May 28, 1986.
Major Arbanas earned a Bachelor's of Science Degree in Mechanical Engineering from the United States Military Academy, West Point, New York. He earned a Master's Degree in Public Administration from Murray State University, Murray, Kentucky.
In 1987, Major Arbanas reported to B/214th Aviation Regiment with duty at Naval Air Station Barbers Point, Hawaii. He served as a Motor Officer, Flight Platoon Leader, Assistant Operations Officer and Operations Officer.
In December, 1990, Major Arbanas deployed to Southwest Asia as a Flight Platoon Leader in A/2-158th Aviation Regiment and served in Operation Desert Shield/Storm.

Louise E. Maillett No Image Available Until the settlement from the 2000 presidential election, Louise E. Maillett is the Acting Assistant Administrator for the Office of Policy, Planning, and International Aviation. Her responsibility includes developing and ensuring the adequacy of national and international aviation system policies, goals, and priorities, as well as the development of aviation environmental standards. Ms. Maillett was the previous Director and Deputy Director of the Office of Environment and Energy, which is responsible for setting FAA-wide policy on environmental issues and agency employee safety matters. While in that position, Ms. Maillett represented the United States at several International Civil Aviation Organization Assemblies and meetings dealing with international aircraft certification standards for noise and emission. Domestically, she helped formulate the phaseout of Stage 2 aircraft within the United States. She also served as Acting Assistant Chief Counsel, International Affairs and Legal Policy Staff, for the FAA Office of the Chief Counsel. As attorney-advisory in that office, she was involved in a broad range of international legal issues. From June through December 1999, she served as Acting Associate Administrator for the Office of Airports.

Mr. Earle St. A. Scarlett Dr. Barry Schneider has served as a professor at the Air War College since September 1993 and Director of the USAF Counterproliferation Center since 1998. He has a Ph.D. in Political Science from Columbia University (1974). He currently serves in the AWC Department of Warfighting. He is the author of Future War and Counterproliferation: US Military Responses to NBC Threats and has edited and contributed to six other books. He has authored over 120 articles, book chapters, and contract studies in his career. Young Adult Biography Today: Scientists and Inventors AIRPLANE STALL WARNING : Leonard Michael Greene has patented dozens of inventions in aviation technology, including the device that warns pilots when a deadly aerodynamic stall is imminent. Witness to an aircraft accident caused by stall, he realized the pilot could not tell when the angle of airflow over the wing had become excessive. The stall-warning device Greene then invented brought him his first of more than 100 patents to date, 60 of which cover aviation technology. At the time Greene invented the stall-warning device, more than half of all aviation deaths were caused by the stall/spin. A Saturday Evening Post article (Oct. 25, 1947) said of Greene's innovation, 'It may be the greatest life saver since invention of the parachute.'

Scott Crossfield joined the National Advisory Committee for Aeronautics (NACAthe predecessor of the National Aeronautics and Space Administration or NASA) at its High Speed Flight Research Station, Edwards, Calif., as a research pilot in June, 1950. During the next five years, he flew the X-1, X-4, X-5, XF-92A, and D-558-I and -II aircraft, accumulating 87 rocket flights in the X-1 and D-558-II aircraft, plus 12 flights in the latter aircraft employing only jet power. He made aeronautical history on November 20, 1953, when he reached the aviation milestone of Mach 2 (twice the speed of sound) or more than 1,320 miles per hour in the D-558-II Skyrocket. Taken aloft in the supersonic, swept-wing research aircraft by a Boeing P2B Superfortress "mother ship" (the Navy designation of the B-29), he dropped clear of the bomber at 32,000 feet and climbed to 72,000 feet before diving to 62,000 feet where he became the first pilot to fly more than twice the speed of sound. His flight was part of a carefully planned program of flight research with the Skyrocket that featured incremental increases in speed while NACA instrumentation recorded the flight data at each increment. Following his five years at the Edwards unit (redesignated the NACA High Speed Flight Station in 1954), Crossfield left the NACA in 1955 to work for North American Aviation, the firm just awarded a contract to design and build the X-15 rocket-powered airplane. There, he served as both pilot and design consultant for the revolutionary new aircraft.

    A member of the ACI EUROPE Board since 1993, Claudio Boccardo, Advisor, BAA (British Airport Authorities), was, in June 2002, unanimously re-elected President of ACI EUROPE for a second term covering 2002-2003.
    Born in 1947, in Settimo Torinese, Italy, Claudio Boccardo graduated from Turin Polytechnic in mechanical engineering. Between 1974 and 1986 he worked for engineering companies across a range of industrial sectors in Italy. In 1986 he was appointed General Manager of Rotos Elettropompe and Rotos Motori spa, a manufacturing organisation. This was shortly followed by an appointment as Managing Director of FIMAG srl, a leading organisation in the field of graphic design. In June 1993, he became Managing Director of SAGAT Turin airport. In 1994 he was named General Manager, preparing the airport for the liberalisation of ground handling activities and strategic private partnerships and in 2001 he was also appointed General Manager of the company dedicated to providing ground handling services - Sagat Handling - completely owned by Sagat. He became an advisor to the Chief Executive, BAA, in January 2003.
