    EU - European Commission fights to improve passenger protection on ships (05/04/2002) In French and in German (without the WHI links) European Commission fights to improve passenger protection on ships IP/02/502 Brussels, 4 April 2002 The Commission has proposed a new package of measures to reinforce passenger safety on ships. Two proposals aim at preventing horrific accidents such as the Express Samina's in 2000 by increasing stability requirements for vessels and by reinforcing safety rules to cater for passengers with reduced mobility in general, and high speed ships in particular. The Commission also presents its view on how passenger protection should be strengthened through stricter liability rules when accidents do occur. These new proposals, already announced in the Commission's new White Paper on Transport , complement a series of rules adopted in the late 1990's following the Estonia accident . "There are still significant gaps between Member States in passenger ship safety rules. Repeated occurrence of ferry accidents like the Express Samina, demonstrate that we need to urgently fill these gaps and ensure consistency between the rules that apply in the European Union, irrespective of the flag of the ship" said Loyola de Palacio , Vice-President in charge of transport and energy.

    What Is A Fuel Cell?
    I n principle, a fuel cell operates like a battery. Unlike a battery, a fuel cell does not run down or require recharging. It will produce energy in the form of electricity and heat as long as fuel is supplied. A fuel cell consists of two electrodes sandwiched around an electrolyte. Oxygen passes over one electrode and hydrogen over the other, generating electricity, water and heat. Hydrogen fuel is fed into the "anode" of the fuel cell. Oxygen (or air) enters the fuel cell through the cathode. Encouraged by a catalyst, the hydrogen atom splits into a proton and an electron, which take different paths to the cathode. The proton passes through the electrolyte. The electrons create a separate current that can be utilized before they return to the cathode, to be reunited with the hydrogen and oxygen in a molecule of water. A fuel cell system which includes a "fuel reformer" can utilize the hydrogen from any hydrocarbon fuel - from natural gas to methanol, and even gasoline. Since the fuel cell relies on chemistry and not combustion, emissions from this type of a system would still be much smaller than emissions from the cleanest fuel combustion processes.
