Special Itineralies Tourism in Azerbaijan The Contract of the Century signed between Azerbaijan and the Consortium of the leading oil companies of the USA, England, Saudi Arabia, Norway, Russia, Japan, Turkey and Italy considerably increased the interest towards Azerbaijan. The policy of "Open Doors" carried out by the Azerbaijan government as well as the social and economic reformation and democratization of the society realized in the Republic allowed much more citizens of independent Azerbaijan to expand the scope of their ideas about the world and to get opportunities to visit foreign countries. In 1994 the number of Azerbaijani tourists sent abroad was 35786. In 1995 104439 tourists visited foreign countries. In 1996 the number of tourists visiting foreign states was 74045. For the first quarter of 1997 this number was 31470. The visits of foreign tourists to Azerbaijan has also increased. The number of tourists visiting Azerbaijan was 43551 in 1994 and 44934 - in 1995. In 1996 the number of tourists visiting Azerbaijan decreased a little. That year 16350 tourists visited Azerbaijan. For the first quarter of 1997 this number was 6767. From 1994 to the first quarter of 1997 the income of the state from foreign tourism was $181 million. A more complete and mutually related system of tourism statistics has been started. This will help the Azerbaijan Government to take important decisions on making a program on the development of tourism in Azerbaijan by explaining its economic significance.

April 6, 1999 URGENT ACTION AZERBAIJANI SUPREME COURT RULES IN BAR'S FAVOR, FAILS TO ENFORCE DECISION;
ASLAN ISMAILOV APPEALS EXPULSION FROM BAR Two legal cases reached the Supreme Court of Azerbaijan in recent weeks that test the judiciary's will to defend the rights of lawyers who have increasing come under fire since a post-election government crackdown on the opposition begun last fall. Although acknowledging the mistreatment of the bar, the Court may not move to enforce its own rulings due to presidential pressure. Background Court Rules in Favor of Independent Bar According to one petitioner who was shown the text of the decision privately, in late March of this year, the Supreme Court determined that the letter was indeed illegal. However, to date the Court has failed to make public its own crucial ruling. Its silencewhich is so far unexplained and represents a striking departure from normal practiceeffectively prevents licensed lawyers from reclaiming their full prerogatives as attorneys. It also suggests ominously that not only lawyers, but even the country's highest court have fallen victim to the government's intense pressure to keep the criminal justice system in check. Disbarred Lawyer Appeals How You Can Help The Supreme Court is expected to rule on the validity of Ismailov's expulsion by the end of April. The League appeals to all those concerned about the Azerbaijan government's attempts to restrict the legal profession to write to the Ministry of Justice, urging that Aslan Ismailov's right to practice law be reinstated, and condemning the excessive regulation of the independent legal profession. Letters may also be written to the Collegium of Lawyers to urge that Aslan Ismailov be reinstated immediately; and to the Supreme Court of Azerbaijan, respectfully urging a just and objective review of Mr. Ismailov's expulsion. Letters should also call for the publicizing of the Supreme Court's March ruling on the legality of the Justice Minister' s December 1998 letter regarding privately licensed lawyers. Executive Summary on Doing Business in Azerbaijan
President Heydar Aliyev dominates the country's politics. Following a period of instability that threatened civil war, President Aliyev came to power in 1993 and was returned to office in a controversial October 1998 election. President Aliyev and his supporters dominate the multiparty, 125-member parliament. An August 2002 referendum on proposed changes to the Azeri constitution drew criticism from U.S. and international observers, citing concerns on polling irregularities and voter fraud.
Throughout 2002, President Aliyev proclaimed his intention to run in the next scheduled presidential election in 2003. Concerns about the health of the 79-year old ruler continue.
The development of pipelines will be key to Azerbaijan's ability to export oil and gas. A northern route for early oil was opened in November 1997 to move Azerbaijani crude to the Black Sea port of Novorossysk. The sanctioning of the Baku-Tbilisi-Ceyhan (BTC) pipeline in September 2002 was a landmark event for the region's economic development. The $2.9 billion pipeline will transport Caspian crude to the Mediterranean by 2005. Limited amounts of Kazakh crude have been shipped via barge and rail through Azerbaijan to Georgian ports on the Black Sea, and negotiations are underway to bring Kazakh producers into BTC. The Shah Deniz gas pipeline from Baku to Turkey has encountered delays, which will push sanctioning into 2003.

    Womens Rights in Azerbaijan Recommendations To The Azerbaijan Republic On Further Compliance With CEDAW The Human Rights Center of Baku proposes the following recommendations to promote compliance with CEDAW in the Azerbaijan Republic: 1. Adopt a program of measures to increase the representation of women in government office. These would include:
  • introducing a quota for the number of women officials in government institutions;
  • facilitating study for young women in universities which provide training in management and law;

    Thank you for your kind introduction. It is a pleasure to be invited to discuss the challenges facing Azerbaijan’s oil and gas industry. I am grateful to The George Washington University for sponsoring this important conference. We, too, hope to learn a great deal from the experiences and recommendations shared among the participants. As many of you may know, prior to becoming Azerbaijan’s first ambassador to the United States, I was a physics professor. On occasion, that training has been helpful to me as a diplomat. Recent articles about Azerbaijan in last weekend’s Washington Post and The New York Times reminded me of an often-misunderstood idea in physics called the Uncertainty Principle. The Uncertainty Principle states that the closer one gets to observing the speed of a particle or object, the further one gets from measuring its position and vice versa. In other words, to casual observers, “uncertainty” may seem to be an apt description of Azerbaijan’s nation-building process in the early years of its independence.
