  • The Government's multi-sector Programme has been carefully appraised jointly by UNHCR and the World Bank, and by UNHCR and NGOs
  • The Government has agreed with the World Bank to contribute from its own funds to the shelter component of the overall multi-year Programme an amount of US$ 4 million against a total figure of US$ 30 million
  • EU Technical Assistance in the CIS (TACIS) focuses on the physical infrastructure and economic opportunities in areas of return
      "In preparation for peace and the potential massive return of displaced people to the areas presently occupied, UNHCR, in close partnership with the World Bank and UNDP, has been promoting contingency planning and the design of an international strategic framework for assisting the Government of Azerbaijan to address the challenges of post-conflict resettlement, reconstruction and rehabilitation of war-torn areas. These efforts, which have focused on war-damaged areas to which the displaced can already return in safety, have resulted in the creation in June 1996 of the official Azerbaijan Rehabilitation and Reconstruction Agency (ARRA), and the establishment in April 1998 of an International Advisory Group (IAG) to assist the Government to implement a comprehensive multi-year US$ 123 million 'Programme for the Resettlement and Reconstruction of the Liberated Areas.'

AZERBAIJAN WARNS IT MAY SHOOT DOWN INTRUDING AIRCRAFT. General Ravil Rzaev, the commander of Azerbaijan's air force, told journalists in Baku on 13 August that the country's air defense forces will shoot down Iranian and other foreign aircraft that violate Azerbaijan's airspace "if the life of our citizens is endangered," Turan and Interfax reported. He said the air force is on war alert. Iranian aircraft have penetrated Azerbaijani airspace almost daily over the past week. Also on 13 August, opposition Musavat Party Chairman Isa Gambar argued that the Azerbaijani government should "either suppress Iran's aggression" or lodge a formal complaint with international organizations. The new constitution replaced the 1978 constitution, which had been amended to reflect Azerbaijan’s new status after the republic gained independence in 1991. The head of state is the president, who is directly elected for a term of five years. The president appoints a prime minister and a cabinet of ministers, who carry out the day-to-day operations of government. Legislative power is vested in the Milli Majlis, or National Assembly, a unicameral (single-chamber) body composed of 125 members who serve five-year terms. Under the country’s electoral law, 25 seats in the Milli Majlis are awarded to candidates according to the proportion of the vote their parties draw in elections.

Its population was an estimated 7,771,092 in 2001, giving it an average population density of 90 persons per sq km (232 per sq mi). The most densely populated area is the Abseron Peninsula in the east, where Azerbaijan’s major cities are located. Despite its larger population, Azerbaijan is the least urbanized country of Transcaucasia, as only 57 percent of its population lives in urban areas. The largest city is Baku, the capital. Other important cities include Gäncä, the industrial center of western Azerbaijan, and Sumgait, located on the Caspian coast and the second most important industrial center after Baku. Azerbaijan has a growing and youthful population. The Turkic-speaking Azerbaijanis (Azeris), who make up more than four-fifths of the country's population, are predominantly Shi'ite Muslims. They combine in themselves the dominant Turkic strain, which flooded Azerbaijan especially during the Oguz Seljuq migrations of the 11th century, with mixtures of older inhabitants—Iranians and others—who had lived in Transcaucasia since ancient times. About 13 million Azerbaijanis live abroad, most of them in Iran. The Azerbaijani language belongs to the southwestern (Oguz or Turkmen) group of the Turkic languages. There are four main dialect divisions. The literary tradition dates to the 14th century. The Arabic script was used until the 20th century; the Cyrillic alphabet was introduced in 1939. In 1992 the Azerbaijani government switched from the Cyrillic to the Roman alphabet as its official orthography.
