With about a quarter of the district’s teachers in jail last week, parents angry that their children were being denied an education, and the safety of Board of Education members threatened, the negative impact of the strike on a community that lost 34 residents in the rubble of the World Trade Center on Sept. 11 was tremendous.

Teachers will be trained under a new qualification system to be set up this year, which aims to spur teachers on to improve their general competence and codes of ethics. All teachers who work in kindergartens, primary, middle and vocational schools and colleges and universities will be required to update their skills, said Minister of Education Chen Zhili at a national conference on upgrading teachers' competence held Thursday in Beijing China first issued the Teachers Law and Teachers Qualification Regulations in 1993 to try to improve standards. Statistics from the Ministry of Education indicate that nearly 95 per cent of teachers in primary schools, 83 per cent in junior middle schools and 64 per cent in senior middle schools received State-set qualifications under these regulations. Those remaining teachers and new recruits will be required to take exams under the new qualification system. On its part, the State will improve teachers' living and working conditions in a bid to motivate existing teachers and attract new recruits, said Chen.

Last Friday, Newport Superior Court Judge Daniel A. Procaccini ended the strike by granting an injunction to the Middletown School Committee, ordering the teachers back to work. Any teacher not reporting to work would be held in contempt of court, punishable by fines and/or imprisonment, according to the court order. After that, the ruling, teachers took a no-confidence vote in Superintendent Rosemarie Kraeger. The school committee and members of the Middletown chapter of the National Education Association are continuing their negotiations. Currently teaching to rule, the 269 district teachers will only adhere to their contractual obligations. For example, district teachers plan to refrain from all extra-curricular activities or engage in "extra-help" study time with students after school hours.

One teacher, that is, who you still remember because she seemed to like you and like what she is doing. She cared and inspired and maybe changed you forever. Then there's that one teacher you'll remember because it seemed that before you said one word, she had it out for you. You wondered when you sat in class, why was this person teaching? No how many weeks or months or decades it has been since you were in school, that person still is with you. So, how should parents and students deal with teachers? How can parents make sure their students are receiving the most from school? Often the biggest challenge is a simple lack of communication either between the teacher and student, the teacher and parent, or the parent and student. Maybe even a combination of all three. Probably the most difficult communication barrier to deal with is the one between the parent and the teacher. They don't see each other daily, and they are rarely getting all the information they need from the student. "The more communication between parents and teachers the better," said Dr. Meredith Sargent, a clinical psychologist at Menninger. "Parents should treat teachers with respect and vice versa."
