History
Bahrain's history goes back to the roots of human civilization. The main island is thought to have broken away from the Arabian mainland sometime around 6000 BC and has almost certainly been inhabited since prehistoric times. The archipelago first emerged into world history in the 3rd millennium BC as the seat of the Dilmun trading empire. Dilmun, a Bronze Age culture that lasted some 2000 years, benefited from the islands' strategic position along the trade routes linking Mesopotamia with the Indus Valley. In the midst of a region rapidly becoming arid, Dilmun's lush spring-fed greenery gave it the image of a holy island in the mythology of Sumeria, one of the world's earliest civilizations, which flourished in what is today southern Iraq. Dilmun had a similar cachet with the Babylonians, whose Epic of Gilgamesh mentions the islands as a paradise where heroes enjoy eternal life. Some scholars have suggested that Bahrain may be the site of the biblical Garden of Eden. It was a long ride, but Dilmun eventually declined and was absorbed by the Assyrian and Babylonian empires. The Greeks arrived around 300 BC, giving the islands the name Tylos. Bahrain remained a Hellenistic culture for some 600 years. After experimenting with Christianity, Zoroastrianism and Manicheism, in the 7th century many of the islands' inhabitants accepted the personal invitation of the prophet Mohammed to convert to Islam.

Travel Center Country Guide: BAHRAIN Business Culture Greetings and Courtesies Decision Making Women GREETINGS AND COURTESIES Bahrainis generally shake hands in the Western style upon greeting, but might continue to hold the other person's hand while talking. They are conscientious about greeting everyone they see and can be offended if others do not return the courtesy. Business cards are usually exchanged upon first meeting, and it is wise to have yours printed in both Arabic and English. DECISION MAKING There is generally one decision maker in a company. Like other Arabs, Bahrainis are concerned about people issues and they will place emphasis on human factors when they make a decision or analyze a proposal. If they like you, they will try to work out an arrangement or a compromise. Prior appointments should always be made for business meetings, and foreigners should arrive on time. Meetings will be continuously interrupted by family, friends, and business associates, as well as by frequent telephone calls. Once the business discussion has begun, however, it will proceed in a relatively straightforward manner. WOMEN Women enjoy relative freedom in Bahrain. Foreign women are treated with courtesy and respect by Bahraini businessmen, and, in business contexts at least, they are generally treated as equals. They should, however, dress conservatively when doing business. Bahrain is probably one of the easiest Gulf countries for foreign women to conduct business in.

Creating a human rights culture in Bahrain
Seminar organised by the Amnesty International and the Bahrain Human Rights Society
Amnesty International, in cooperation with the Bahrain Human Rights Society (BHRS), organised and hosted a workshop in November on civil society and human rights in Bahrain. The workshop, entitled the Role of Civil Society in the Development of a Human Rights Culture, ran from 3-5 November at the Al-Oruba Club in Juffair and was attended by forty delegates from Bahrain, Kuwait, Oman, the UAE, and Sudan. The workshop's objectives were to build a base of potential human rights activists, to strengthen the campaigning and advocacy skills of the activists and to examine how to create a human rights culture through education. Speaking in the run up to the workshop, BHRS information committee member, Dr Mondher Al-Khoor, said that the workshop would be built around five themes: human rights protection and promotion; human rights within the United Nations framework; treaty and non-treaty mechanisms; building sustainable, credible and effective NGOs; and fund-raising.

Produced by the Gulf Centre for Strategic Studies Civic Culture and Reform in Bahrain Over the last eighteen months Bahrain has embarked on a programme of reform, which has seen more than nine hundred prisoners involved in political violence freed, women appointed to senior government posts and the Consultative Council, a female ambassador appointed to Paris, and the establishment of a Human Rights Committee. The next step in this process will be the introduction of municipal elections, in which all adults will have the franchise, and, in 2004, elections for the Consultative Council will be held.
Democracy requires a strong civic culture, and this in turn depends upon educated political debate. For political reform in Bahrain to be a success, the concept of civil society must underpin the country's political culture. NGOs along with other institutions can play an important role in this regard: by building the public's confidence in the new political processes; shaping their expectations of the system; and providing checks and balances to the government.
The government has sought to encourage public debate. Over the last year a series of discussions have been held across Bahrain in which officials have had an open dialogue with the public. The attendees were encouraged to express their opinions freely without restrain and a lively debate ensued. One of the most significant meetings was the seminar on the Consultative Council held on 25 December 1999, during which members of the Council were quizzed about the institution's future development and legislative role. Over the summer, on 4 July 2000, a packed public seminar on the future of democracy saw a very frank discussion during the question and answer session.

The Dilmun Civilization

A holy land, a flourishing civilization and one of the largest ancient necropolises in the world I n Bahrain, a visitor is always surprised by the thousands of graves and burial mounds that extend over 18 miles in successive swells of knolls along the roads here. The tombs lie peacefully between the districts of many new towns. And, in an odd juxtaposition of past and present, oil pipelines which are always built above ground level in Bahrain edge their way alongside the burial mounds. Bahrain is one of the world's largest necropolises with an estimated 170,000 graves, most of which date back to the third and second millenniums B.C. Some people believe that the ancient Egyptians buried their dead here, but archaeologists have discovered vases and jars from Mesopotamia and the Valley of the Indus in the royal tombs of A'ali and in Sar. Although throughout the centuries robbers have stripped the tombs, archaeologists have still been able to find arms, carnelian jewels from the Valley of the Undus, bronze and copper objects. Their contents were the same as the cooper used in Magan in the Sultanate of Oman during the third millennium B.C. Seals from Dilmun were also found, which were imprinted with tales of the merchants' everyday life of the time.
