Good Governance in Bangladesh: Exploring the Link Between Governance and Poverty Elimination Annex 2 The Development of a Democratic Political Culture The political culture of Bangladesh has been is determined by a number of cultural and historical factors. The long and continued history of outside domination, historically inhibited development of an urban Muslim middle class, low level of education, personalisation of authority and the permissiveness of patron-client relationships in society determines the present context in which governance occurs, and will shape the nature of future patterns of government. These factors influence the nature of governance and the stability of democracy in Bangladesh. While the concept of political culture has been around for a long time. For example, in idea of a idea of a Civic Culture (Almond and Verba :1963), political culture was seen as the pattern of orientations to political objects: eg: parties, courts, constitution, and history of the state; among the members of a nation. These orientations were classified into cognitive, affective and evaluational orientations. Cognitive referred to knowledge of and beliefs about the political system; affective consisted of feelings about the political system and evaluational to commitments to political value and judgements. A model for political culture was created, tested with surveys in Britain, USA, Germany, Italy and Mexico. The need for a generalised 'civic culture' was postulated, i.e. a political culture most conducive to the establishment and maintenance of democracy.
