Welcome to the Nebraska Department of Banking and Finance. We serve the citizens of Nebraska by regulating various financial industries within the state. The Department is comprised of two divisions - Financial Institutions and Bureau of Securities . Together these two entities regulate and investigate consumer complaints for many banking- and financial-related businesses. The Banking and Finance Department is funded entirely by the industries we regulate. We are a state agency but draw no funds from the General Fund of Nebraska. Our mission is to protect and maintain the public confidence through the fair, efficient, and experienced supervision of the state-regulated financial services industries; to assist the public in their dealings with those entities; to assist those whom we regulate in a manner which allows them to remain competitive, yet maintain their soundness in compliance with the law; to fulfill our statutory responsibilities with regard to all licensees and registrants; and to investigate violations of the laws and cooperate with other agencies in seeking a timely resolution of problems and questions. Download Printable PDF Electronic Banking For many consumers, electronic banking means 24-hour access to cash through an automated teller machine (ATM) or Direct Deposit of paychecks into checking or savings accounts. But electronic banking now involves many different types of transactions. Electronic banking, also known as electronic fund transfer (EFT), uses computer and electronic technology as a substitute for checks and other paper transactions. EFTs are initiated through devices like cards or codes that let you, or those you authorize, access your account. Many financial institutions use ATM or debit cards and Personal Identification Numbers (PINs) for this purpose. Some use other forms of debit cards such as those that require, at the most, your signature or a scan. The federal Electronic Fund Transfer Act (EFT Act) covers some electronic consumer transactions. Electronic Fund Transfers
EFT offers several services that consumers may find practical:
  • Automated Teller Machines or 24-hour Tellers are electronic terminals that let you bank almost any time. To withdraw cash, make deposits, or transfer funds between accounts, you generally insert an ATM card and enter your PIN. Some financial institutions and ATM owners charge a fee, particularly to consumers who don't have accounts with them or on transactions at remote locations. Generally, ATMs must tell you they charge a fee and its amount on or at the terminal screen before you complete the transaction. Check the rules of your institution and ATMs you use to find out when or whether a fee is charged.

The Banking and Payments Authority of Kosovo
In addition to managing the four departments within the Joint Interim Administrative Structure, the European Union Pillar is also responsible for the Banking and Payments Authority of Kosovo, the BPK. Formally established in May 2000, the authority seeks to foster the development of a modern and efficient banking and payments system, as well as to provide financial services to public bodies. Its functions are similar to those of a central bank. Perhaps the BPK's most significant responsibility is for the licensing of banks and other financial institutions. With seven branches throughout the region, it also provides a full range of banking and payment services for public entities and operates clearing and payment services to banks. The BPK's objective is to promote a market based banking system, with more banks competing with each other for the benefit of the customers and the economy. Having issued the first licence for the operation of a commercial bank to the Micro Enterprise Bank in January 2000, in February this year the BPK issued a second licence to the New Bank of Kosovo. With a number of other preliminary licences also issued, it is expected that the banking sector will begin to grow significantly in the immediate future.
While Kosovo moves towards a free-market banking sector, the BPK continues to pay public sector employees. Although this function will be phased out in the future, a major effort has been made to create modern and efficient methods that will benefit the banking sector in the long term, providing Kosovo with a much needed skills base.

The Historical Statistics on Banking (HSOB) provides annual statistical information on the banking industry beginning in 1934. These data can be used to identify and analyze long-term trends and to develop benchmarks to evaluate the current condition of the banking and thrift industries.
The HSOB contains aggregated data from individual financial reports filed by FDIC-insured commercial banks and savings institutions. New QBP and Graph Book Formats

The Quarterly Banking Profile (QBP) provides the earliest comprehensive summary of financial results for all FDIC-insured institutions. This report card on industry status and performance includes written analyses, graphs and statistical tables.
  • The first results are published approximately 60 days after the end of each quarter (i.e., 60 days after March 31, June 30, September 30, and December 31). Internet editions of the QBP are available beginning with the December 31, 1994, issue.
Released concurrently with the QBP are the folowing publications: QBP Graph Book- consists solely of charts and graphs accompanying each quarter's publication and is available dating back to December 31, 1995. QBP Stats-at-a-Glance- is a two page report providing data highlights for the quarter, as well as historical trends for FDIC-insured institutions(including BIF and SAIF insurance fund data). It is available beginning with the June 2001 issue. State Banking Performance Summary- provides key financial and ratio data for commercial banks and savings institutions by state and charter type. Information is available dating back to the March 31, 1995.
