Cuba Breaks Out of Isolation
Norman "Otis" Richmond
If anyone is isolated in the world today it is the U.S. government. With the blood of innocent people from the Sudan and Afghanistan on its hands Uncle Sam has alienated a huge portion of humanity. As we head in the next millennium the Cuban government has more friends around the world than it's counterpart into Washington D.C. Once upon a time, when Washington told a Caribbean nation to jump, the answer was, "How high?" This is no longer the case. Cuba's president Fidel Castro's recent trip through the English-speaking Caribbean demonstrates it's a new day. Castro's visit to Jamaica, Barbados, and Grenada registered the weakening of Washington's three-decade blockade of Cuba. Ever since the Cuban revolution in 1959, Washington has pressured Caribbean nations to break off ties with Havana. Today no one can speak of the Caribbean without Cuba. Trade between Cuba and the Caribbean is a major factor in Washington's declining prestige in the region. President William Jefferson Clinton has threatened to sanction Caribbean nations for trading with Cuba. But ever-declining U.S. investment in the region - from $226 million a decade ago to $24 million today - means such threats have less impact. On the other hand, trade between Cuba and its neighbours has jumped from six million ten years ago to 465 million in 1997. Castro's visit to Barbados coincided with the 150th anniversary of the abolition of chattel slavery in the British Empire. The Barbados government also unveiled a memorial of the 73 passengers, most of them from Cuba, who were killed in a terrorist bombing of a Cuban airliner in 1976. There is a revolutionary relationship between the people of Barbados and Cuba going back to the 70s. When Angola was attacked by apartheid in South Africa at the dawn of their independence, Cuba came to their defense. When Africa called, Cuba answered. The Barbados government under Prime Minister Errol Barrow allowed Cuban planes to land and refuel there so Cuban troops could go fight in Angola in 1975. Barrow approved of the Cubans using Barbados again 1988 but was voted down by the parliament of that nation.

General and Historic Information The Barbadian Flag is representative of our independence from England. Neptune's Trident appeared in the Seal when the island was still a colony, the broken Trident on the flag is thus representative of the break with our past, and the step towards independence. The blue panels are for the sea and the sky, while the centre gold panel is for the sand of our beaches. The Barbadian Coat of Arms carries the National Flower in each corner (the Pride of Barbados) of its Golden Shield, as well as the Bearded Fig Tree (the tree from which Barbados derives its name). Though the English were the first to settle the island, it was actually found by the Portuguese, who, upon seeing the Bearded Fig Tree named the island 'Los Barbados', meaning 'The Bearded Ones'. Later the English dropped the 'Los', calling the island simply Barbados. Above the Shield and the Helmet a hand holds two peices of sugar cane (the main crop of the island) in the shape of St. Andrew's Cross. Independence day is celebrated on St. Andrew's Day, the 30th of November.

GOVERNMENT AND POLITICAL CONDITIONS
The three political partiesthe Barbados Labor Party (BLP), the Democratic Labor Party (DLP), and the National Democratic Party (NDP)are all moderate and have no major ideological differences; electoral contests and political disputes often have personal overtones. The major political problems facing Barbados today are in promoting economic growth: creating jobs, encouraging agricultural diversification, attracting small industry, and promoting tourism.
The ruling BLP was decisively returned to power in January 1999 elections, winning 26 seats in the Parliament with the DLP only winning two seats. The Prime Minister, Owen Arthur, who also serves as Minister of Finance, has given a high priority to economic development. The main opposition party, the DLP, is led by David Thompson.
