BELORUSSIA, territory located between the rivers Neman (west) and Dnieper (east) and the rivers Pripet (south) and Dvina (north). Between the 14th and 18th centuries part of Poland-Lithuania, from the partitions of Poland (1772–95) until the 1917 revolution it was part of the "northwestern region" of Russia, and much of it was included in the three "guberniyas" (provinces) of Minsk, Mogilev, and Vitebsk. Under Soviet rule Belorussia became a political entity as the Belorussian Soviet Socialist Republic. After the dissolution of the Soviet Union, the area was called Belarus and was a CIS republic. top
Up to Soviet Rule
Down to the period of the partitions of Poland the communities in Belorussia were constantly exposed to the danger of Russian incursions, which were accompanied by wholesale massacres and forced conversions. Such occurred in 1563 in Polotsk, and in many other communities between 1648 and 1655. The relative strength of the Belorussian communities in the middle of the 18th century is shown by the amounts levied on them as listed in the tax register of the Council of Lithuania for 1761: for the communities in the eastern part of Belorussia, 16,500 zlotys; Polotsk and environs, 3,000 zlotys; the area around Minsk (including 40 small communities), 4,260 zlotys; Slutsk and its environs, 2,420 zlotys; Druya and its environs, 750 zlotys; Nowogrodek, 300 zlotys. According to the government census of 1766, there were 62,800 taxpaying Jews living in Belorussia, forming 40% of Lithuanian Jewry. The largest communities were in Minsk (1,396 Jewish inhabitants) and Pinsk (1,350).

World Scouting News, March, 1998, reports The Belarusian National Scout Association became the 149th member of the World Organization of the Scout Movement. Membership became effective on March 13, 1998. Belarus is the former Soviet Socialist Republic of Belorussia which was part of the USSR before its collapse. In december 1991, Belarus became a founder member of the Commonwealth of Independent States (CIS). The capital city is Minsk. The Belarusian National Scout Association includes more than 7,500 members, both boys and girls, in 3 branches ranging from 8 to 17 years of age. They are spread all over the country but the majority of members come from the major cities. The first Belarusian Scout groups were created in 1909, just after the founding of Scouting in the England in 1907. Scouting's development stopped during the Soviet control. Scouting was reborn and reorganized in 1989. In december 1991, a National co-ordinating Committee was set up under the aegis of WOSM in order to promote the unification of the various Scout Associations which appeared in different parts of the country. Scouting grew steadily with support from the Christian Orthodox and Catholic Churches, aswell as the Youth Commission of the Parliament. In March 1997, as a result of a long process of reconciling divergent nationalistic trends in Scouting, a constituent assembly was held in Minsk. This assembly approved the creation of a united National Scout Association under the name, "BELARUSKAYA NATSIANALNAYA SKAUTSKAYA ASATSIYATSIA".

Help is necessary of the outside. It was in the evening of May 7th 1999. The first day of the campaign for "lawful presidency elections" came to an end . Juri Sacharenko, one of the organizers, was on his way home. Shortly before he had called his wife, he will be there soon. But Sacharenko never arrived. The opposition politician and former Secretaries of the Interior of White Russia is disappeared up to this day. "The letting disappear is the most terrible form in our country of human right injuries", says Tatsiana Protska, chairmen of the Belorussian Helsinki committee . Opposition politicians disappear under this the heads of the unofficial election commission Viktor Gontschar and his partner Anatolij Krasovskij in White Russia again and again. Nothing is known about their whereabouts to this day. "The cases aren't examined at all. There is not a single official statement and when we demanded inquiries publicly was threatened to us a process ", Protska reports. Human right injuries happen daily in Belarus. Unfair court methods belong as well to it as arbitrary arrests. Alone the Helsinki committee looks after 2000 clients in his thirteen advice centers. "It could be still much more but we simply can´t make this personnelly".

    http://site-master.by.ru/bank/engl/history.html
In the aftermath of the October Revolution (1917) affiliates of the private banks in Belarus were nationalized, while the land banks were closed. On December 3, 1921, the Soviet of People's Commissars - SPC (Government) of the Belarusian Soviet Socialist Republic decreed that a Belarusian Office of the State Bank should be opened in Minsk. A month later, on January 3, 1922, the Office became operational. That was the day on which the Belarusian banking system originated and began developing. Later, local branches in Vitebsk, Borisov, Bobruisk, Moguilev as well as agencies in Slutsk, Mozyr, Orsha, Klimovichi, and Polotsk were opened.
Following the creation of the USSR, the State Bank (Gosbank) of the RSFSR (Russian Soviet Federative Socialist Republic) was transformed into the State Bank of the USSR. The Belarusian Office was incorporated therein. In January 1927, the Gomel branch, formerly under the direct control of the State Bank of the USSR, was reassigned to the Belarusian Office.
In 1923-1925, affiliates of the All-Union joint-stock banks (Prombank, All-Union Cooperative Bank, and, since 1936, Torgbank) became operational. It was in those years that a network of local banks was formed. In 1923, the Gomel Workers' Bank was opened which was transformed into the local communal bank a year later. In 1925, the Belcommunbank was set up.
