    Introduction
    Agriculture has always been on the forefront of new technologies. With any new technology that affects food production there are questions raised by both the users of the technology and the consumers of the products. In the past there were concerns about artificial breeding and even the pasteurization of milk. Over time these procedures became accepted practices and were recognized for the benefits they offered.
    With advances in science and the use of biotechnology, crops that have been genetically modified to be tolerant to herbicides or resistant to insects are now commonly grown in Ontario. As a result, livestock producers now have choices to make about feeding genetically modified crops to their livestock. Factors affecting this decision include the impact on: production, quality of meat, milk or eggs produced, and consumer acceptance.

I am Dr. Barbara Glenn, Executive Vice President – Scientific Liaison, Federation of Animal Science Societies. I have conducted research in the area of protein and energy metabolism by dairy and beef cattle for production of milk and meat. I am an expert in the use of numerous feeds by cattle including digestion and absorption of nutrients for milk production and growth. The Federation of Animal Science Societies (FASS) is a professional organization made up of approximately 10,000 scientists in academia, government and industry which exists to serve society through the improvement of all aspects of food animal production. FASS represents the combined membership of the American Dairy Science Association, the American Society of Animal Science, and the Poultry Science Association.

    Current USAID Biotechnology Programs and Policies
    USAID has been involved in the area of agricultural biotechnology for more than 10 years. This article reviews recent and current USAID efforts in agricultural biotechnology research and policy development. USAID research and technology development activities
    • Collaboration between the Kenyan Agricultural Research Institute and Monsanto Company to develop virus-resistant sweet potatoes. ABSP (see below) provided assistance in addressing the biosafety regulations necessary for field testing. While USAID research funding ceased in 1991, the collaboration has continued and field trials are expected this year. These sweet potatoes will be the first genetically engineered crops tested in Kenya, and possibly in Sub Saharan Africa outside of South Africa.
    • Agricultural Biotechnology for Sustainable Productivity (ABSP) : Implemented through Michigan State University in collaboration with other universities and private sector companies, ABSP integrates research, product development, and policy/regulatory development to assist developing countries in accessing and generating biotechnology and in establishing a regulatory framework for production of biotech crops. To date, ABSP has supported development of genetically engineered crops with pest resistance traits (viral resistance and insect resistance) and tissue culture of tropical crops.
