Laikakota Cultural Complex
The Quipus Cultural Foundation is building a permanent base in La Paz, Bolivia to introduce new ways of learning and doing regarding Bolivian history, art, crafts, science, technology and culture. The Center is located in the heart of this city of one million inhabitants, on 30,000 square meters of land donated by the municipality. The property is on the Laikakota Hill, the most important segment of City's Central Park area. Construction began in July 1995, and the first phase of construction will be completed by the end of 1996.
The Complex has three inter-related components: the Children's Museum , the Museum of Bolivian Arts and Cultures and the Quipus Craft Development Program . Its cost, including land, planning and construction, is over $20 million, of which 50% has already been obtained. The City's land donation is valued at $6 million and a contribution from the Dutch government covers $2,045,000 of construction and core planning costs. The World Bank is contributing $400,000 for the Craft Development Program. The Bolivian government has made the project a priority and approved a unique debt swap mechanism that has generated $600,000 for the Foundation and will help to cover recurrent costs in the future and ensure the sustainability of the Complex. Top experts from Bolivia, Mexico, the Netherlands, Canada and the U.S. are providing technical assistance in exhibit design, conceptualization and execution.
A full-time staff, including ethnographers, designers, educators and administrative personnel is now working of the planning for the three components.

This girl is typical of modern women. It is very difficult to take pictures without people getting a little angry. Mother on the left. Son on the right.

Few think of Jews. But to Jews fleeing Europe after the Anschluss of 1938, Bolivia was the place about which to think. Bolivia offered a safe haven in a world of closed doors; at least 20,000 Jews found refuge in La Paz, Sucre, Oruro, Cochabamba during the War. Leo Spitzer, a Professor of History at Dartmouth and specialist in cultural memory and gender studies, was born in La Paz in 1939, his parents having just fled their beloved Vienna. His book, Hotel Bolivia, succeeds in providing an enlightening look at the little known story of the Jewish refugee community in Bolivia; and also, for the most part, Spitzer accomplishes his goal to craft a meditation on the nature of individual and collective memories and the ability of people to adapt to their new environment.

Bolivia is situated ten to twenty degrees south of the equator, and seasonal weather changes are marked more by the amount of rainfall than by extremes in temperature. Most of the altiplano experiences frosts between June and August. The highlands are cool and dry year round, while the tropical lowlands are hot and humid. Because of the geography and size of Bolivia, each department has distinct sociological and cultural characteristics.
Economy and Government
Once the primary producer of precious metals for Spain, Bolivia is best known for its mineral wealth. Today, the country's economy is based primarily on agriculture, petroleum and natural gas, and a growing tourism sector.
The government has instituted efforts to curb inflation and privatize formerly nationalized business. However, with inadequate transportation routes for products to reach trading partners and an unstable political environment, Bolivia has been unable to attract significant foreign investment and remains one of the least developed countries in South America.
Seventy percent of Bolivia's rural population lives in poverty. Rural areas suffer from one of the highest child mortality rates in Latin America, along with an average life expectancy that is among the lowest in the hemisphere. Bolivia's large agriculture-based economic sector lacks modern technology. Many years of poor land use practices have severely damaged the environment and created severe problems associated with rural migration and rapid urban growth.
