Ruth Anne Mears Generally, "savers" and "investors" have different objectives for their money. "Savers" plan to use their money in the next 3-5 years, while "investors" won't need their money for five years or longer. Many "savers" want liquidity or quick access to their money without penalty. Bonds provide a desirable saving or investment vehicle for many reasons. Bonds tend to be safer than stocks because if you hold bonds until the maturity date, you don't risk the principal. Plus, bonds can provide a regular, steady source of income (typically, interest payments are received every 6 months). For the long term, investors need to be willing to "tie up" money when investing in bonds. However, bonds tend to have a lower return than stocks over the long term.

The Eastern Caribbean Securities Exchange (ECSE) is a regional securities market, established by the Eastern Caribbean Central Bank and regulated by the Securities Act, uniform legislation governing all securities activities in the ECCB currency area. The ECSE is designed to facilitate the buying and selling of financial products for the eight territories of Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia and St. Vincent and The Grenadines. Bonds
A bond (debenture) is one type of security traded on the ECSE. A bond is a loan that an investor makes to an issuing company or government for a certain period of time. In return, the investor receives periodic interest payments quarterly or semi-annually for the loan. When the bond matures (at the end of the agreed loan period), the investor receives repayment of the entire amount loaned.

Investors can write to the Bureau of Public Debt, P. O. Box 1328, Parkersburg, WV 26106 or better yet, visit their web site at http://www.publicdebt.treas.gov/sav/sav.htm (Press back button to return to soundinvesting.org). From that site you can download the savings bond wizard. Then all you have to do is type in the serial number and date of issue of your savings bonds and the program gives back the current value, the interest earned, the date of the next interest accrual, the yield to date and when the bond will stop paying interest. The web site will also tell you what rates (typically 4-6%) any savings bond currently pays as well as how long they will stay in effect. This is essential information in determining if your savings bonds are worth holding. Currently, inflation adjusted savings bonds may offer the best potential. Treasury Series I Bonds offer a fixed yield adjusted annually for inflation. It should also be noted that there are specific tax advantages with U.S. savings bonds. They are exempt from state and local taxes and federal tax liability in deferred until redeemed. If proceeds are used for higher education purposes federal taxes may be avoided altogether - one should consult with a tax advisor for specifics to your situation.

When you buy US bonds, you're lending money to the federal government. Bonds were used during World War I and II as a way for the federal government to raise money for fighting the wars. Still popular today, US bonds can be purchased at banks. Two kinds of US Bonds
  • EE Bonds . These are discount bonds. When you buy these bonds, you pay only half their face value, the value printed on the bond. So, for example, you pay $50 for a $100 bond. Each year that you keep the bond, its value increases as interest adds up. Even after the bond reaches the value stamped on it, the bond will continue to earn interest. Bonds earn interest for 30 years from the date they were issued.
  • I Bonds . These bonds are sold at their face value ($50 for a $50 bond). They earn interest

In his book Bowling Alone: The Collapse and Revival of American Community , author Robert D. Putnam finds that participation in American civic and social life has been dropping steadily. He became curious about this trend when a friend of his who owned a bowling alley complained that years ago, thousands of people bowled in leagues. Today, they are more likely to bowl alone or with small family groups. This, it turns out, is very bad for the bowling business since leaguers tend to eat more and drink more beer. As Putnam began exploring he found that this trend went far beyond bowling. His conclusion, “Television, two-career families, suburban sprawl, generational changes in values — these and other changes in American society have meant that fewer and fewer of us find that the League of Women Voters, or the United Way, or the Shriners, or the monthly bridge club, or even a Sunday picnic with friends fits the way we have come to live. Our growing social-capital deficit threatens educational performance, safe neighborhoods, equitable tax collection, democratic responsiveness, everyday honesty, and even our health and happiness.” In other words, a sense of belonging to a community just may be the building block on which all of civilization depends. Yet it is just this foundation that is eroding.
