The Botswana government is set to destroy the remaining Bushman communities in the Central Kalahari Game Reserve. It is cutting off all water to the communities this week, in an attempt to drive the Gana and Gwi Bushman tribes off the land they have lived on for 20,000 years. Survival International, the worldwide organisation supporting tribal peoples, is condemning the move as placing the very survival of these tribes in danger. The reserve was established in the 1960s on the Gana and Gwi's ancestral lands as a home for them. But over the last 16 years the Botswana authorities have been conducting a vigorous campaign of
harassment to drive them out. Bushmen have been tortured for hunting, their homes have been bulldozed, and many have been relocated to bleak 'resettlement camps', where they cannot hunt or gather and become dependent on government handouts. In the camps, boredom, alcoholism and despair set in - one Bushman described the camps as 'a place of death'. Some of the Bushmen have clung on in the face of this aggression, remaining in their homes close to the 'graves of the ancestors'. Executive power is vested in the president, assisted by a vice president and a cabinet of about ten ministers. The president is elected to a five-year term by BotswanaÂ’s legislature, called the National Assembly; the president may serve a maximum of two consecutive terms. The National Assembly consists of 40 members elected to five-year terms by universal adult suffrage, four specially elected members, the speaker, and the attorney general, who may not vote. The House of Chiefs, with 15 members (including the chiefs of the eight principal Tswana groups), must be consulted by the government on all matters relating to the chieftaincies and constitutional changes. The leading political party is the Botswana Democratic Party. The judicial system includes magistratesÂ’ courts and the High Court. Appeals in both civil and criminal cases are carried to the Court of Appeal.

    GOVERNMENT AND POLITICAL CONDITIONS
    Botswana has a flourishing multiparty constitutional democracy. Each of the elections since independence has been freely and fairly contested and has been held on schedule. The country's small white minority and other minorities participate freely in the political process. There are two main rival parties and a number of smaller parties. In national elections in 1999, the Botswana Democratic Party (BDP) won 33 of 40 contested National Assembly seats, the Botswana National Front (BNF) won 6, and the Botswana Congress Party (BCP) won 1 seat. An additional 4 seats are held by individuals appointed by the President; all 4 are currently held by the ruling BDP. The opposition out-polled the ruling BDP in most urban areas. The openness of the country's political system has been a significant factor in Botswana's stability and economic growth. General elections are held at least every 5 years.
    The president has executive power and is chosen by the National Assembly following countrywide legislative elections. The cabinet is selected by the president from the National Assembly; it consists of a vice president and a flexible number of ministers and assistant ministers, currently 13 and 4, respectively. The National Assembly has 40 elected and 4 appointed members; it is expanded following each census (every 10 years; the most recent was conducted in 2001 and results are pending).
