History
Introduction When the Nationalist Government banned the African National Congress (ANC) on 8 April 1960, the ANC began operating underground in South Africa. Outside the country the ANC started to establish itself as the official voice of South Africa's voteless masses. By the 1970s recognition of the ANC's legitimacy was growing, not only amongst the multiplicity of non-governmental anti-apartheid organizations, but also among foreign governments. The first missions were opened in London, Accra, Cairo, and Dar-es-Salaam. By 1980, the ANC had offices and representatives in 32 countries. The external missions worked to win support for the overthrow of apartheid by promoting the cause of the ANC and urging international economic pressure against the South African government. The missions also provided assistance to South African exiles. Following the banning of the organisation, Oliver Tambo, President General of the ANC left South Africa to head of the ANC's external operations. On 2 February 1990 the bans on the ANC and other political organisations were lifted. A process of negotiations between the unbanned organisations and the South African government ensued. In 1992 the ANC instructed its missions to collate and box their records for shipment to South Africa. These records were to form the basis of the official archives of the ANC, from which a true history of the ANC's role in the struggle against apartheid could be written.

    • Constitution - adopted March 1965
    • Legal system - based on Roman-Dutch law; local customary law in rural areas
    • Legislative branch - bicameral Parliament consists of House of Chiefs (15 advisory member body), and the National Assembly (44 seats)
    • Elections - last held October 1999 (legislative)
    History
    Elections for a unicameral National Assembly occur every five years. This body then elects the president President Ketumile Masire retired more than a year before the expiry of his fourth term, and was replaced by Festus Mogae, previously his deputy. A constitutional amendment passed in 1997 made provision for the deputy-president to succeed to the presidency automatically in the event of that office falling vacant between elections.
    The constitution may be amended in minor ways by a simple majority vote in parliament. More substantial amendments require a two-thirds majority, and major revisions have to be submitted to a referendum.

    Since independence the government has pursued policies generally regarded as sound and fiscally conservative. The state provides successfully

    The fascinating history of the postal services in Botswana starts with the first attempts at establishment of such a service being inaugurated by Sir Charles Grey, governor of the Cape, as far back as 1860. The quality of mail service since then, more than a hundred years later, shows an improvement that is able to boast of speed, relaibility and diversity.

Around 1875 the London Misasionary Society established its own runner service north of Bulawayo, through Tatitown and Shoshong, linking with another private runner service operated by the Shoshong missionaries and Chief Khama; this in turn ran south to Dinokana (near modern-day Seerust), where it linked up with the postal service of the the Republic of South Africa. By the mid-1880's the service was handling up to 8000 letters annually. After the protectorate had been declared, the first official service administered from Vryburg commenced in 1888, covering the area from Mafedking ( via Kanye and Molepolele) to Bulawayo. A year later, with the establishment of a mule cart service, the runners were laid off. In 1895 administration of the postal service at Vryburg was passed to the protectorate government - stamps of Great Britain in 1897 were overprinted with the words "Bechuanaland Protectorate'. By 1931 there were 11 post offices, all on the rail line, and 12 agencies. A definitive issue of stamps, specially designed for the country in 1932, replaced the previous overprints of Great Britain which had been the only stamps in use up to that time.

    Koma was debating the Monuments and Relics Bill in parliament last week.

    Some of Botswana's most ancient cultural landmarks exist in the Tsodilo Hills, lonely rocks that jut abruptly from the plains and are the source of myth, legend, and spiritual significance for the San. In these hills there are more than 3,500 rock paintings, many of which are over 1,000 years old. In the eastern town of Serowe is the Khama III Memorial Museum. Installed in the Red House that was the residence of Leapeetswe Khama, a descendant of Khama III, the museum has exhibits of this revered 19th-century leader, who helped preserve Botswana's territorial integrity.     Language Development for Literacy: The Case of Shiyeyi in Botswana

    Background The Wayeyi constitute about 40% of the population of the North West District in Botswana. The total population in this area as per 1991 census is 94 000. This means that they are about 37 000 Wayeyi in the district. There are also Wayeyi in the Central District and their number is not estimated. Those in Namibia their number is estimated at more than 20 000. In Botswana, they are the third largest tribe after the Batswana (made up of 8 dialects) and Bakalaka. They are the main makers of the famous Botswana baskets and the mokoro-poll bearers in the Okavango Delta. They were the first to settle the Delta. The Wayeyi are generally known as peace-loving people, a quality that proved detrimental to their social well being. Around 1750 the Wayeyi were evaded by the Batawana (an off-shoot of the Bangwato) from the Central District who took their land and cattle and subjected them to some form of serfdom. This dominance, needless to say, affected the use of Shiyeyi language in social domains. So that while Wayeyi were and still are the majority, their language became a minority language. Also, due to multilingual nature of the district, and in the context of an exclusive language policy, this process subjected other languages, and not just Shiyeyi, to less use. The third factor was the introduction of education in which Setswana and English are the medium of instruction in schools (Setswana for only four years).
