THE HISTORY OF CARICOM T he establishment of the Caribbean Community and Common Market (CARICOM) was the result of a 15-year effort to fulfil the hope of regional integration which was born with the establishment of the British West Indies Federation in 1958. It was a Federal Government drawn from 10 member islands. Although a plan for a Customs Union was drawn up, emphasis was not placed on economic aspects of Federation during the four years of its existence. Economically the Region remained as it had been for centuries and not even Free Trade was introduced between the Member Countries during this period. The West Indies Federation came to an end in 1962 but its end, in many ways must be regarded as the real beginning of what is now the Caribbean Community. T he end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple.

SUB-REGIONAL ASSESSMENT OF THE BEACH MONITORING ACTIVITIES Since one of the main objectives of this project is to strengthen in-country capability so that beach monitoring programmes are sustainable at the national level and continue beyond the life of the project, it is helpful at this midpoint of the project to make an initial assessment of the status of the programmes in the individual islands. Obviously this assessment is preliminary, since this is the midway point of the project, and the assessment might change following the activities involved in phase 2 of the project. As with any regional project, it is important to bear in mind the individual characteristics of the countries involved, e.g. the size of the country, the nature, history and capacity of the individual institutions. Specific criteria were used to assess the individual monitoring programmes, these were:

    The Sakalava Poiesis of History: Realizing the Past through Spirit Possession in Madagascar
    Michael Lambek Using a broadly Aristotelian framework I propose poetic form as a means for distinguishing historicities. I analyze Sakalava performances of possession by royal ancestors as the creative production of a kind of history, distinguish it from a dominant occidental model of history, and elaborate the chronotope on which it is based and the heteroglossia and historical consciousness it enables. I argue that Sakalava spirit possession has a strongly realist bent and suggest the interest of poiesis for anthropological analysis and comparison more generally.     Fernando Santos-Granero Like members of most nonliterate societies, the Yanesha preserve historical memory through narrative and performative practices such as myths, traditions, reminiscences, rituals, and body practices. Among the Yanesha, however, these coalesce into a major inscribing practice, that of "writing" history into the landscape. I contend that "topographic writing" constitutes a protowriting system based on "topograms"individual elements of the landscape imbued with historical significance through myth and ritual. When combined in sequential or nonsequential ways, these elements behave as "topographs" (units of a longer narrative). Through this mnemonic device the Yanesha have preserved not only the memory of the mythical consecration of their traditional territory, but also that of its despoliation and desecration in more recent times. Research Interests:
Dr Drewett has worked on many projects worldwide including Britain, Portugal, Hong Kong, Barbados, the British Virgin Islands and the Cayman Islands. His main areas of interest include settlement and landscape archaeology particularly of early agricultural peoples. His current projects include a study of the eastern landscape visible from the major multiperiod enclosure complex at Mount Caburn in East Sussex and archaeological surveys and excavation on the Caribbean Islands of Barbados and Tortola. On Barbados the current project is focused on inland settlement including a reconsideration of the major Saladoid - Suazoid settlement in the Greenland Valley. On Tortola, British Virgin Islands, the project is concentrating on the total excavation of a coastal settlement site at Belmont which developed into a ceremonial centre with ball courts.

The eight states of the Eastern Caribbean are Antigua and Barbuda, the British Virgin Islands, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines.
In 1981 these countries formed the Organisation of the Eastern Caribbean States (OECS) which aims to achieve economic and social development and to promote in the region.
Fascinating History

Democratic Stability
Six of the states are independent members of the British Commonwealth. The British Virgin Islands and Montserrat remain as British dependencies. The administration of the Eastern Caribbean is based on the British system with a strong background of peaceful, constitutional change, stability and security. The independent states are all members of the Caribbean Community (CARICOM), the Organisation of American States (OAS), the WTO, the United Nations, the International Monetary Fund (IMF), the World Bank and are members of the Lome Convention.

VACATION RENTAL SUMMARY: Lavenda Breeze
Completed in February 2001, Lavenda Breeze is unique, as it's the only luxury beachfront villa on the northern coast of Anegada in the British Virgin Islands. Although Anegada is the second largest of the British Virgin Islands in area, it has only 180 residents. It distinguishes itsef from the other islands being the only coral atoll in the BVI (the others are volcanic), with a maximum elevation of only 26 feet above sea level. Anegada is a quiet place with a fascinating history of shipwrecks on the reefs near its shores. Plus it has interesting fauna such as sea turtles, pelicans, the endangered Anegada iguana, flamingoes, Anegada lobsters, and more. And the flora includes cactus, wild orchids, palms, sea grapes, loblolly trees, and bay lavenda all along the shore.
