Support Current and Past Military Activities? March 13, 2001
Each year, when the President submits a new budget proposal for the next fiscal year, he also reports estimates of total spending for the current year and actual spending ("outlays") for the previous year. FCNL uses the report on the outlays of the previous year to estimate the portion of federal income tax dollars spent for military purposes in that year. This analysis is for Fiscal Year 2000 (FY00) which began October 1, 1999 and ended September 30, 2000. This year, however, President Bush has yet to present a detailed budget proposal or report on what was spent in FY00. The Administration does not plan to release these details until later this spring. Consequently, we at FCNL have had to search elsewhere for data on FY00 outlays for this analysis. We found most, but not all, of the data we needed. Therefore, this analysis presents our best estimate based upon what we do know. The percentage of federal funds spent on current and past military activities in FY00 is as follows:

    Summary:
    The Fiscal Year 2003 Omnibus Appropriations Act for Department of the Interior Programs

    The House of Representatives and the Senate adopted the Conference report on the Fiscal Year 2003 Omnibus Appropriations bill on February 13, 2003, clearing the measure for the President. The House acted by a vote of 338 to 83; Senate by a vote of 76 to 20. The President signed the bill into law on February 20, 2003.
    For the Department of the Interior, the Omnibus appropriations act (P.L. 108-7) provides $10.3 billion in current appropriations. This amount was reduced from $10.4 billion by the 0.65% across-the-board reduction. The Omnibus act also provides $189.0 million to repay funds borrowed from land acquisition and construction accounts in 2002 for fire suppression, emergency stabilization, and rehabilitation needs. The repayment amount is not subject to the across-the-board reduction.

Farley Post Office building and upgrade Pennsylvania Station in New York City. This request reflects the remaining $20 million for the project from the FY 2000 Consolidated Appropriations Act that provided a total advance appropriation of $60 million for 2001 through 2003.
