The Federal Budget Surplus Surprise Dallas Fed Senior Economist Alan Viard discusses the sources of the federal budget surplus that took legislators by surprise. These events, combined with legislation adopted in 1997, have produced a new budget outlook. If current policies are maintained, surpluses are expected to continue for 20 years, completely retiring the outstanding federal debt. However, deficits are expected to reappear after 2020 due to rising Social Security and medical spending. The steady deficit decline from 1993 to 1996 was followed by a surprise that moved the budget close to balance in 1997 and into surplus in 1998. To appreciate the magnitude of this budget surplus surprise, it is necessary to understand what forecasters expected in 1996.

Eliminating the federal budget deficit, even assuming a correspondingly higher national rate, is likely to yield only a modest reduction in the U.S. international trade deficit. Balancing the federal budget will help improve the trade balance through the effects of lower levels of aggregate demand. But it will almost certainly not cause a large switch of U.S. and foreign demand from goods produced abroad to goods produced in the United States. Such a shift of demand toward U.S. goods is necessary to close the trade gap, and will be difficult to accomplish in the face of the trade competition between the U.S. and low-wage, export-oriented economies, and high international capital mobility. April 2 Using several commercially available lightweight materials and technologies in its trucks and trailers could help the U.S. Army make its fleet more agile and fuel-efficient and reduce its costs over the long term, says a new report from the National Academies’ National Materials Advisory Board. In addition, the Army could stimulate new advances in lightweight materials and manufacturing technologies by investing directly in private- and academic-sector research and development partnerships. The report identifies opportunities for lightweight materials research and development that are achievable over short, medium and longer time frames for structural components only, such as vehicle frames and drive trains.

I'm telling you, Dr. Greenspan, that's music to my ears. GREENSPAN: Well, I remember you taking this song a long way over recent years, and I must say, Senator, a number of us were skeptical that was even discussable, figuring we would never get to unified surplus that we said which you were preaching was very interesting, scientifically sound, but unrealistic. I apologize. HOLLINGS: Well that's all right, because your Greenspan Commission report in section 21 says just exactly what you're saying here. That was in 1983; here now, in 1999, on page two, "simply put, enough resources must be set aside over a lifetime of work to fund retirement consumption." Now that section 21 said set it aside. President Bush, in section 13 3 01 on November the 5th, 1990 signed that into law. And we making headway. Let's understand, though, that we're still running deficits. 'Cause I'm not going along with this monkeyshine about unified. 'Cause unified is not net, the debt still goes up, is that correct? One endured a 14-hour meeting, losing most every vote he cast but staying to the bitter, 1:30 a.m. end.
Another saw his daylong hearing stretched out by a senior senator's poetry, levity between partisan arguments over tax cuts and federal deficits. The third laments that he spent all that time working on a train whose wheels might still come off. Alabama's three members of the House and Senate budget committees had their inaugural dips into the federal budget process last week, debating how much money to spend, how big a tax cut to give, how long the deficit should survive, and how expensive the war would be. Rarely do so many major federal issues intersect so prominently in one congressional resolution. They were writing not the law of the federal budget, but the framework and rules the members of the appropriations committees will follow.

- a chapter of the Grandfather Economic Reports In the 1990s the federal government created $2.8 trillion of new debt;
more than created in the nation's entire history prior to 1990 Fiscal Year 2000 ended with the highest dollar debt
in U.S. history - despite more claims of a 'surplus'
and, Fiscal Year 2001 debt was $133 billion higher than that.
2002 debt was even higher.
In the 4 years 1997-2001, before 9-11, total federal debt increased $438 billion,
a period when politicians bragged about a $557 billion surplus. That's a $1 Trillion creditability gap (Some might suggest Enron and others learned reporting gimmickry from government practices) - dramatic pictures below tell the story -

by Iris J. Lav The percentage of income that typical middle-class families pay in federal taxes is often overstated. For example, in her response to the President's State of the Union address, Congresswoman Jennifer Dunn said that "a typical mother and father who both work paid nearly 40 percent of their income in taxes." The often-stated 40 percent figure is rounded up from a Tax Foundation report that claims the typical two-earner family pays 36.7 percent of its income in federal, state, and local taxes combined. As described below, however, the Tax Foundation figure is based on a severely flawed methodology and is sharply at odds with estimates of tax burdens from much more authoritative sources, including the Congressional Budget Office and the Joint Committee on Taxation. The historical trend in federal tax burdens is frequently misportrayed as well. The data do not support the contention, also made by Congresswoman Dunn, that current tax burdens are "...the highest percentage of income ever paid in taxes by American families." The federal taxes that a median-income family pays in 1999 will constitute a lower percentage of income than in 1977 and most years since then. How Much Does a Median Income Family Pay?
