On behalf of the Government and People of the United Republic of Tanzania, I welcome all our guests to our country and to this launching ceremony of the Ceasefire Talks between the Transitional Government of the Republic of Burundi and armed groups fighting the government in that country. Today is an historic day. For too long we have waited, and done all that we could, to have such a meeting convened so as to complement and hopefully conclude the arduous Burundi peace process. We have come to this day through a tortuous path that began in Arusha with Mwalimu Julius Kambarage Nyerere’s painstaking efforts to produce a peace accord for Burundi. It was a feat that was subsequently accomplished by another outstanding son of Africa, President Nelson Mandela, when the Arusha Peace and Reconciliation Agreement for Burundi was signed on 28 August 2000.

- Face Music - History
Face Music - the idea arose from the need to build bridges, to contribute to a better understanding of other cultures and minorities. It all started with concerts (under the banner of the "Music Circus Association") in the Canton of Thurgau, the chosen home of the founder, Urs-Albert, of Face Music. Here the idea was put into practice of bringing new music into the region in order to inject a little more life into the existing local scene. Many people had had enough of always having to turn to the big cities, and wanted certain activities to be created in country areas. The effort was already being made to provide a platform for young people and to open their minds to music as an expression of joy and a way of encountering other cultures. Quality was called for, a route away from the cult of the star and back to music as an experience containing a certain degree of intimacy between the performers and the audience. Music is meant to have an effect on other people, to communicate a mood and a message. Music can be entertaining and witty, but ought not to be simply a superficial background noise, even if it often is no more than that. It can also indicate problem areas. It is not supposed to push everyday worries into the background, like a sort of "machine music" generated more by producers than by musicians. The musicians want their personal music, and themselves, to be taken seriously. As in life in general, tolerance needs to be shown and the attempt made to feel one's way into other people's situations, rather than simply taking over "pre-chewed" fashion-music.

The end of the cold war raised hopes for a more peaceful international order. Many of us thought that much of the conflict in the world had its origins in the rivalry between the United States and the Soviet Union and with the end of that rivalry countries could be brought closer together. We were too optimistic. Since 1990 over two dozen deadly conflicts have produced more than 9 million casualties and doubled the number of refugees around the globe from 12 million to 25 million. In 2002 about a quarter of the world's countries [some 55] struggled with armed conflict. Most were low-intensity battles against terrorists or guerrillas. However, according to experts, these are the kind of conflicts that pose the greatest threat to global stability. Political leaders and international institutions have been helpless in the face of the spread of these conflicts which are a mixture of war, organized crime, terrorism, and massive violations of human rights. In most cases, we find that the roots of these conflicts are in the myths and symbols, historical maps, territory, and the stories that people tell about who they are.

    APFO began its operations in 1993 as a Working Group on the Sudan conflict under the umbrella of AACC. In 1994 APFO teamed up with the International Resource Group to host the Regional co-ordinating bureau in Nairobi. At that time it was therefore serving two functions, as the Sudan working Group and IRG Regional Coordinating Bureau .     Heads of States, Prime and Foreign Ministers met in Arusha, Tanzania, on 31st July to discuss how to bring about discipline, order and peace in the small, landlocked and ethnically divided Burundi. Regional leaders demand that Major Pierre Buyoya who took power in Burundi on July 25, lifts a ban on political parties, restores the National Assembly and opens immediate and unconditional peace talks with Hutu rebels. When last 9 September the 62-year-old Catholic Archbishop of Gitega Joachim Ruhuna was killed together with three other people, observers were left with the impression that the time to find a peaceful accord is running short. Burundi's military government and the National Council for the Defence of Democracy (CNDD), the political wing of Burundi's main rebel movement, have blamed each other for the killings. Breaking the tradition of "Western Super Powers and Global Police-Force," Eastern and Central African countries resolved to condemn in the strongest terms the coup by Major Pierre Buyoya and to impose sanctions on Burundi. The aim is to force the coup leaders to restore constitutional rule. For the first time in history of East-Central African countries' politics, leaders came together and voted unanimously economic sanctions against their neighbour.

    War-Ravaged Burundi Flooded with Foreign Weapons

    WASHINGTON, (Dec. 8) IPS - International arms dealers are flooding Burundi with weapons, despite an embargo against the war-wracked Central African nation where tens of thousands of innocent non-combatants have died in recent years, according to a new report released here today. Although Burundi's neighbors imposed the sweeping trade embargo against the nation's military leadership last year, countries in the region are permitting their territories to be used to ship arms into the conflict, says Human Rights Watch. The New York-based watch group, in its report 'Stoking the Fires' calls on the international community to impose an immediate arms embargo against both the Tutsi-led government and the Hutu insurgency and to deploy monitors to the region to ensure that weapons are not getting through.
