In 1995the ICRC:
centralized data concerning 65,000 unaccompanied children in the Great Lakes region;
locally procured 3,800 tonnes and dispatched a total of over 41,400 tonnes of food and other assistance for ICRC operations in Burundi (580 tonnes), Rwanda (39,400 tonnes), Somalia (400 tonnes), the Sudan (900 tonnes) and Zaire (120 tonnes);
procured locally and dispatched surgical and medical supplies worth Sfr 3,305,302 million for ICRC operations at Lokichokio and in the Sudan, Somalia, Rwanda, Burundi, Zaire, Ethiopia, Tanzania, Madagascar and Malawi.

Djibouti
A peace agreement signed between the government and the FRUD* opposition on 26 December 1994 had put an end to three years of internal armed conflict. Although not completely calm, the situation was relatively stable in 1995.
In June the ICRC visited four security detainees, including two who were seen for the first time, at the central prison.
During the year the ICRC's office in Djibouti served as a logistics base for the operation in Somaliland.

Brief history of IPGRI in sub-Saharan Africa
The first IPGRI (then IBPGR-International Board for Plant Genetic Resources) office was established in West Africa in Ouagadougou, Burkina Faso in 1981. It was later moved to Niamey, Niger in l987 and given responsibility for West and Central Africa, with a single scientist. The Nairobi office was established in 1982 with, at that time, responsibility for Eastern and Southern Africa. One scientist also originally ran it. At this time IPGRI (IBPGR) was a field programme of the FAO and the initial emphasis of the work in sub-Saharan Africa was assistance to national programme in procurement and development of conservation facilities; collection of germplasm through both local and international missions and training of national programme staff in plant genetic resources conservation and use mainly at the University of Birmingham through fellowships provided by UNEP and FAO . Because of the urgent need to rescue germplasm from a multiplicity of threats IBPGR (IPGRI) located one collector in the LAC region and was based at IRAZ in Burundi while another collector was based in Harare Zimbabwe to facilitate germplasm collection in the Southern Africa region. After an internal re-organisation and the establishment of IPGRI as an independent CGIAR institute, the sub-Saharan Africa Group was established, with a main office in Nairobi. The office had four staff members (2 IRS and 2 LRS) and a sub-office for West and Central Africa in Niamey with two staff members (1 IRS and 1 LRS, the latter on a special project). This latter office was relocated to Cotonou, Benin in June 1996.

First we want to assure the people of Burundi in the Diaspora and all concerned throughout the world and in Burundi itself that they are not alone. There are people in the region and beyond; in the international community who are doing something and are prepared to go on giving that support until durable peace and democracy is finally established.
We regularly receive reports emanating from Bujumbura, Europe and North America about the Arusha Peace Negotiations being little understood, not appreciated and ineffective. There are even grounds for belief that conscious efforts are expended in certain circles including the so called international community to undermine Arusha by distorting facts and belittling the progress that has up to now been made and declaring the Arusha Talks a failure. In a statement read out by its President, Mignonette Patricia Durrant (Jamaica), during the second of two public meetings this afternoon, the Council condemned the recent attacks by the Force for the Defence of Democracy (FDD) and the National Liberation Front (FNL) on civilians.  It also expressed grave concern that the frequency of such acts had increased.
The Council once again stated that the installation of a broad-based government in accordance with an internationally accepted peace process made armed rebellion an unacceptable means of political expression.  It reiterated its call for an immediate suspension of hostilities in Burundi and for armed groups to enter into negotiations to reach a definitive ceasefire.  That was a priority issue, it stated.
Addressing the Council in the first open meeting, Berhanu Dinka, Special Representative of the Secretary-General for the Great Lakes Region and Chairman of the Implementation Monitoring Committee, said it was now up to Burundian political leaders, with support from the region and the international community, to ensure the success of the transitional institutions.  Failure was not an alternative, he stressed.

Burundi: Cease-fire Agreement with the Forces for the Defense of Democracy
The United States welcomes the cease-fire agreement reached today by the Government of the Republic of Burundi and the Forces for the Defense of Democracy faction led by Pierre Nkurunziza. This agreement is a significant step towards a comprehensive peace for the people of Burundi, as their country continues its transition to democracy under the Arusha Peace and Reconciliation Accords signed in August 2000. We recognize the courage, responsibility and leadership shown by Burundian President Pierre Buyoya and Chairman Pierre Nkurunziza of the Forces for the Defense of Democracy (FDD). We commend the dedication of the Chairman of the regional effort, President Yoweri Museveni of Uganda, the hospitality of the host of the talks President Benjamin Mkapa of Tanzania, the assistance provided by President El Hadj Omar Bongo of Gabon, and the facilitation of South African Deputy President Jacob Zuma with strong support from President Thabo Mbeki of South Africa. We must also remember the work of former Presidents Julius Nyerere and Nelson Mandela who constructed the framework of what became the Arusha accords, upon which this agreement is based. The United States firmly supports further regional efforts to bring a conclusive end to fighting in Burundi. There remains one rebel combatant group that refuses to lay down its arms, the National Liberation Front (FNL) faction led by Agathon Rwasa. This agreement between the Government of Burundi and the Forces for Defense of Democracy shows how isolated Mr. Rwasa's group has become. The United States calls on the National Liberation Front, now the only remaining obstacle to the security and safety of the people of Burundi, to join their countrymen in seeking a constructive and peaceful transition to democracy.
