For more than a decade, the United States and other nations have pursued patient and honourable efforts to disarm the Iraqi regime without war. That regime pledged to reveal and destroy all of its weapons of mass destruction as a condition for ending the Persian Gulf War in 1991. Since then, the world has engaged in 12 years of diplomacy. We have passed more than a dozen resolutions in the United Nations Security Council. We have sent hundreds of weapons inspectors to oversee the disarmament of Iraq. Our good faith has not been returned. The Iraqi regime has used diplomacy as a ploy to gain time and advantage. It has uniformly defied Security Council resolutions demanding full disarmament. Over the years, UN weapons inspectors have been threatened by Iraqi officials, electronically bugged and systematically deceived. Peaceful efforts to disarm the Iraq regime have failed again and again because we are not dealing with peaceful men. Intelligence gathered by this and other governments leaves no doubt that the Iraq regime continues to possess and conceal some of the most lethal weapons ever devised. This regime has already used weapons of mass destruction against Iraq's neighbours and against Iraq's people.

We've just had a good discussion about peace and security, about prosperity. I first want to say that I understand what terror has done to economy. Terror has affected our economy; terror has affected the Israeli economy. But we've got great confidence in the Israeli economy. We've got great confidence in the Israeli people. The greatest asset Israel has is the brainpower and ingenuity of her people. And I'm convinced that the economy will be strong. I appreciate so very much the fact that the Prime Minister is committed to working with his Cabinet to move some of the Palestinian money to the Palestinian people; that he cares about the human condition of the Palestinians; and that under a monitoring system to make sure that the money being sent back to the Palestinian people will not be used for terrorist activities, that he is willing to work with his Cabinet to do just that. I believe that's important.

Biography of George Herbert Walker Bush George Herbert Walker Bush was born on June 12, 1924, in Milton, Massachusetts, to Dorothy Walker Bush and Prescott Bush (R-Senator, CT, 1952-62). Mr. Bush graduated from Phillips Academy, Andover, Massachusetts on his 18th birthday, June 12, 1942. That same day, he enlisted in the U.S. Navy as a Seaman 2nd Class. Receiving his wings and commission in June 1943 while still 18 years old, he was the youngest pilot in the Navy at that time.
On active duty from August 1942 to September 1945 during World War II, Mr. Bush flew torpedo bombers off the USS San Jacinto. On September 2, 1944, Mr. Bush's plane was hit by anti-aircraft fire while making a bombing run over the Bonin Island of Chichi Jima, 600 miles south of Japan. Although the plane was afire and severely damaged, he completed his strafing run on the targeted Japanese installation before flying towards sea to bail out. Mr. Bush was able to bail out successfully and was rescued by a Navy submarine, the USS Finback. Tragically, his two crew members were killed. For his courageous service in the Pacific Theater, Mr. Bush was awarded the Distinguished Flying Cross and three Air Medals. On January 6, 1945, Mr. Bush married

Thank you, Mr. Prime Minister. Amigo y amigos, it's an honor to be here. First, Mr. Prime Minister, I want to thank you for your warm hospitality, and I want to thank all those folks in your government who have worked hard to make this conference a success. My fellow Presidents and Prime Ministers and leaders of our hemisphere's 34 democracies, it is a great honor to be here.
We have a great vision before us, a fully democratic hemisphere bound together by goodwill and free trade. That's a tall order. It is a chance of a lifetime. It is a responsibility we all share.
But we have entered a new era. The interests of my nation, of all our nations, are served by strong, healthy democratic neighbors, and are served best by lasting friendships in our own neighborhood.
My country, more than ever, feels the ties of kinship, commerce and culture that unite us. And I'm proud to have the privilege so early in my administration to meet with all the leaders of this hemisphere's democratic countries.

This year on Pan American Day and during Pan American Week, the nations of the Americas celebrate the progress we have made toward our collective goal of a hemisphere united in freedom and democracy.
The United States and our neighboring countries in the Western Hemisphere have a long history of cooperation. Simon Bolivar first convened the Congress of Panama in 1826 with the intention of creating an association of states in the hemisphere. In 1890, a Pan American conference established the International Union of American Republics. The Union eventually became the Organization of American States (OAS), which continues to faith-fully serve its member states. The OAS charter, in affirming the shared commitment, states that "the true significance of American solidarity and good neighborliness can only mean the consolidation... of a system of individual liberty and social justice based on respect for the essential rights of man."
Today, we remain united through mutual interests and the hope for a better future for our people. This month I will join the democratically elected leaders of the hemisphere in Quebec City for the third Summit of the Americas. At this conference, we will build on efforts at previous Summits to promote our shared objectives of representative democracy, free trade, and using the power of free markets to better the lives of the poor. We will also build on our mutual interest in encouraging respect for human rights and improving relations among all the countries of the hemisphere.

Washington, DC Dear President Bush: Your March 12 meeting with Uzbek President Islam Karimov will test your State of the Union pledge to "stand firm for the non-negotiable demands of human dignity" as part of the war on terrorism. Uzbekistan has been an ally in the war. But it is also a country barely distinguishable from its Soviet past -a place where the government's opponents are "purged," jailed, or driven into exile, where the authorities hold Stalin-style public denunciations of so-called "enemies of the state," where people are persecuted for practicing their faith, and where dissidents are put in psychiatric institutions for criticizing those in power. "The Uzbek government continues to reject your administration's argument that human rights, an open political system, and the rule of law offer the best hope for long-term stability. President Karimov is still testing to see what concessions he can get in exchange for no real progress. He is still probing the limits of his partners' tolerance-and that of his own people." The State Department's human rights report vividly describes the government's campaign of arrest, torture, and imprisonment of independent Muslims, its censorship of the media, and its intolerance of political opposition. Your administration has rightly recognized that these abuses are more than an affront to democratic values. They cause resentment among the people of Uzbekistan, while denying them peaceful outlets for expressing dissent. They drive political opposition underground, fueling support for extremist groups and fostering instability. The benefits of Uzbek cooperation must be weighed against the damage these policies do.

Washington, DC 20500 Dear President Bush: We are writing to address the need for official constitutional recognition for the Assyrian community as a distinct, indigenous people in any future Iraqi reforms. The Assyrian community, including Chaldeans and Syriacs, are the indigenous Christian people of Mesopotamia. The approximately 1.5 to 2 million Assyrians residing in Iraq constitute the third largest demographic population in the country. However, their government does not officially recognize the Assyrians as a people. The constitution only recognizes Arabs and Kurds, referring to Assyrians as "Christian Arabs." The current War on Terrorism should serve as a reminder of the need for strategic allies worldwide. The United States will benefit by maintaining a supportive relationship with the Assyrian community in Iraq, as well as the Assyrian Coalition, who have made great sacrifices to oppose the regime of Saddam Hussein and will continue to work for a unified, democratic, and secular government. Assyrians have long suffered from violence at the hands of their neighbors. In recent years, reports of attacks have increased, fitting a pattern of greater violence against Assyrians with intent to drive them from their ancestral home. Furthermore, Assyrians pushing for greater recognition are persecuted by the government and are restricted from free cultural, linguistic and religious expression in Iraq in particular, and the region in general. The Assyrian community has faced systematic terror campaigns in Iraq and Assyrian political leaders have been assassinated. Since the Gulf War, Kurdish tribes tied to the ruling parliamentary parties have illegally occupied most of the Assyrian villages razed by the government.

Joint Statement by President George W. Bush and President Vladimir Voronin on U.S.-Moldovan Relations
We welcome the positive development and expansion of U.S.-Moldovan relations over the last 11 years. The relationship of our two countries is based on a shared commitment to promoting prosperity, freedom, and security in Moldova and throughout the region. Together, we reaffirm our support for the sovereignty and territorial integrity of the Republic of Moldova, and underscore our determination to bring the Transnistrian separatist conflict to a peaceful resolution. We stress our continued commitment to the ongoing OSCE-led Transnistria talks and, in particular, to the Kiev Document as the basis for negotiation of a lasting settlement. We note and welcome the Russian Federation's intention to implement fully its commitments undertaken at the OSCE's Istanbul Summit by completing the withdrawal of its forces from the territory of Moldova by December 31, 2003. We urge Transnistria's authorities to support unconditionally this process. If the Transnistrian authorities continue systematically to create obstacles for the disposal or withdrawal of Russian ammunition and military equipment, we are prepared to consider together with other concerned countries targeted measures directed at the Tiraspol regime.
