December 2002 Students on Boards of Education Resource Guide -First Edition- Compiled by the Campaign for Meaningful Student Involvement A program of The Freechild Project PO Box 6185 Olympia, WA 98507 www.freechild.org Description A multi-topic resource guide promoting Student Voice, Participation, Engagement, Involvement, and Representation on Local, District, Regional, and State Boards of Education. Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

This year the Fresno County Office of Education proudly celebrates its 150 th anniversary. Created by the legislature, county offices were established to work with communities to set up schools and assist with the organization of school districts. The county superintendent had financial and credentialing responsibilities and also assisted with curriculum development. As state education laws and mandates have increased over the years, so has the role of the county superintendent and county offices of education.
In recent years, county offices have functioned as the intermediary agency between the state superintendent of public instruction and local school districts. The Fresno County Office of Education provides leadership, support, and services, and works closely with school districts, governmental agencies, business and community leaders and the public to insure quality education for the 180,000 students it serves.

Part One: The Educational Situation In California As Presented To The Commission
Educational Unrest. The present situation of education in California involves problems of policy and organization, particularly with relation to the operations of all higher education. Unrest with respect to education is not peculiar to California; it is national. It assumes special forms in California because of the advanced position which the State has taken in educational matters. Superior cultural and social aspirations and favorable economic conditions within the State have permitted certain experiments and developments not possible in equal measure in other commonwealths. Evidences of this unrest have been apparent for some time, but they have assumed more intense forms during the current economic stringency. Within the State, numerous major criticisms have impressed themselves upon the Commission. Some relate to the amount of money spent upon education, the distribution of educational expenditures, the cost of education in comparison with other State expenditures, the cost to the taxpayer, to the parent, and to the student. Others relate to the distribution of educational facilities upon all levels above the high school, an alleged restriction of educational opportunity through arbitrary standards, a lack of development of occupational education, and wide variations in the relation of cost to facilities available.
