William Hamner received his Bachelor of Arts in Zoology from Yale University and his Ph.D. in Zoology from the University of California, Los Angeles. Peggy Hamner has a B. A. degree in Zoology and a Master of Science degree in Marine Ecology, both from the University of California, Davis. They have been a research team since 1972, with a primary research interest in the behavior of marine animals. Their research approach emphasizes use of SCUBA or research submersibles to conduct in situ studies of undisturbed individual animals in their own environment and to collect undamaged live animals for additional research on their behavior in specially designed aquariums.
In 1974 their research interests took them to Queensland, Australia, where they worked for 3 years at the Australian Institute of Marine Science, conducting research on coral reef ecosystems. After Australia they lived for 2 years in Palau, an island nation in the western Pacific, where they began a long-term research project on the ecology of the saltwater lakes in Palau. Their ongoing research in Jellyfish Lake in Palau was featured in the IMAX film, "The Living Sea."

Fighting for High-Quality Mathematics Education
The release of NCTM's Principles and Standards for School Mathematics in April 2000 was a milestone for NCTM. Accordingly, NCTM has stepped up its efforts to speak out at all levels for a high-quality mathematics education for every child. Prior to the release of Principles and Standards Principles and Standards . These face-to-face meetings gave lawmakers an opportunity to hear about Principles and Standards and NCTM's vision from NCTM's own leaders. Later in the year, the Council launched the Academy for Professional Development to convey the Council's message to teachers and provide training to help them implement Principles and Standards. Throughout 2000, NCTM took an active role in state discussions of mathematics education. In both California and Massachusetts, NCTM issued forceful statements on behalf of teachers regarding mathematics standards and teacher testing, and NCTM's president appeared before state and local boards of education. California Mathematics Framework "Change does not happen overnight. It takes a concerted effort over a long time to effect real change. Trying to change systems by decree from the top disenfranchises teachers who have been working so hard over the past few years to reach more students in mathematics."

    University President
    Fresno State enrolls more than 20,000 students and offers 57 undergraduate degrees and 40 master degree programs in addition to a joint doctorate in Educational Leadership with the University of California. The campus is located on 1,400 acres and academic programs are housed in eight colleges and schools. The university endowment has grown to more than $60 million. The university also has been actively involved in addressing issues in the Central California Valley. Dr. Welty is recognized nationally as a leader in planning for the future, teacher education reform, information technology planning, substance abuse prevention, service learning and collective bargaining. In the spring 2002, he was named, along with CSU Chancellor Dr. Charles B. Reed, to the prestigious Presidents Leadership Group, a body of higher education presidents and chancellors who have declared their commitment to student substance abuse prevention. Dr. Welty served on the Cornerstones Group, which created the CSU’s strategic plan, and he has served on several advisory groups to the U.S. Departments of Education and Agriculture. He has been involved extensively in teacher preparation reform. He has chaired the Renaissance Group, which is a national organization of 30 universities dedicated to improved teacher education programs. He co-chaired the CSU Advisory Committee, which created CALState Teach, an innovative program designed for emergency credentialed teachers. In addition, he chaired the CSU Committee on Alcohol Policies and Programs and he has chaired three national conferences on substance abuse and prevention. He has been a leader in promoting service learning and volunteer service for students. Gov. Gray Davis appointed Dr. Welty as a commissioner for the Governor’s Office on Service and Volunteerism (GOSERV).

    Cost Effective Programs Boost Achievement. The new California Department of Education study, released earlier today, showing a significant relationship between academic achievement and the physical fitness of California students is heralded by thousands of teachers in California who teach physical education and health. This emphasis should not require new funding sources in this bleak budget year, Heffernan said, because funding for physical education and health programs is allocated annually to each school district in the state through the general fund. Physical education proponents decry the tendency of school districts to channel funds to other uses and neglect physical education programs. With the new study release, health and physical education teachers have called upon school superintendents and school boards to acknowledge the importance of physical fitness when trying to improve achievement at all schools, particularly those designated as low-performing.

    Membership and Terms of Governing Boards
    The Select Committee has reviewed the role of ex officio members of the University of California Board of Regents and the California State University and Colleges Board of Trustees. The Committee considered extensively the relative advantages and disadvantages of ex officio membership and decided not to make recommendations for change. It was agreed, however, that the governing boards and the Coordinating Council for Higher Education should more nearly represent the broad spectrum of the California population than they have in the past and that faculty and students should have more meaningful responsibilities in the governing process. The differences in the provisions concerning terms of office and ex officio membership of the governing boards of the senior segments need to be minimized, removed, or a more clear rationale stated for them. The Select Committee believes the terms should be long enough to encourage a depth of knowledge and expertise about the institution and to permit independence from partisan actions; yet short enough to make it possible for the frequent addition of new appointees. Although there may be sufficiently different functional differences among the three governing boards of the public segments to explain the differential in their terms of office, the Select Committee proposes the following:

Participants of this program wishing to have the continuing education hours applied toward Category II credit should list their attendance when applying for advancement, re-certification, or re-appointment in ACHE.
    ACMPE Credit This program may qualify for continuing education credit in the American College of Medical Practice Executives (ACMPE). To apply for ACMPE credit, submit a generic credit hour form with a copy of the brochure. Forms will be available on-site.
    CME Credit This activity has been planned and implemented in accordance with the Essential areas and policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint sponsorship of Medical Education Collaborative and Health Care Conference Administrators. Medical Education Collaborative, a nonprofit education organization, is accredited by the ACCME to provide continuing medical education for physicians and takes responsibility for the content, quality and scientific integrity of this CME activity.
    Medical Education Collaborative designates this educational activity for a maximum of 15.5 hours in category 1 credit towards the AMA Physician's Recognition Award. Each physician should claim only those hours of credit that he/she actually spent in the educational activity.
