Evaluation of Charter School Effectiveness

Projects Summary This study employed a variety of data collection approaches, including extant state databases, telephone interviews with charter school directors, mail surveys to sponsoring school districts, intensive case studies of 12 charter schools, and interviews with state-level administrators, policy-makers, policy analysts, and stakeholders. The study captured the vast diversity of California charter schools generally and the complexity of understanding their development at the local level. It also shed light on complicated relationships between charters and their sponsors, as well as the philosophical and practical complexities associated with measuring academic outcomes and comparing charters to noncharters. The Legislature wanted this information available to its members as they considered making changes to the 1992 charter school law. During the study, SRI examined charter school policy, finance, and performance issues at the state, sponsoring agency, and school levels. It included carefully designed survey instruments and case study interview protocols. Several findings were based on analyses of student performance data and other school outcomes. The study also relied on extant data, when appropriate, to reduce respondent burden. The study included an Advisory Panel of knowledgeable educators, researchers, and policy-makers.

Education Reform TechNet's Priorities TechNet's education reform principles are to promote:
  • high standards and meaningful accountability;
  • increased competition among public schools, through support for charter schools and other innovative approaches;
  • a strengthened emphasis on excellence in math and science education;
  • expanded access to technology and effective integration of technology in schools;
  • outcomes-focused research and development;
  • improved teacher training, recruitment, and retention;
  • an increased yield of technically trained college and university graduates.
Federal Education Reform TechNet applaudes the Bush Administration and Congress on the passage of landmark education reform legislation. State Education Reform In 1998, TechNet spearheaded a successful initiative to adopt bipartisan legislation that dramatically increases California's commitment to charter schools. The legislation raises the statewide cap on charter schools, eases the ability of parents and school districts to establish charter schools and enhances the availability of funding and facilities for charter schools. TechNet is building on the California charter schools legislation through its support of education initiatives in each of the states where our members live and work: California Texas , and Massachusetts Grassroots Education Initiatives Among TechNet's leading priorities for 2000 is the support of industry initiatives to bridge the "digital divide." TechNet is working with its member companies and technology industry associations to bring together committed chief executives, policy-makers, education experts and others to improve access to technology and the benefits of the Information Age.

California study raises doubts about charter schools
December 3, 1998
Web posted at: 8:34 p.m. EST (0134 GMT) LOS ANGELES (CNN) Problems in measuring student improvement are keeping charter schools from living up to the promise held out by their supporters, according to a California university study released Thursday. Researchers at the University of California, Los Angeles, found that most charter schools don't have ways to measure how much their students have improved. School districts have been unsure how to gauge and hold charter schools accountable for students' academic performance, researchers said. And the schools rarely provide clear outlines of their goals and how performance will be measured, they added. The researchers also said that charter schools have too much control over who they admit and are not required to reflect the racial mix of their districts.

Abstract

This report is based on the answers to questionnaires sent out to the 66 charters schools operating at the end of 1994. Fifty-four administrators and 230 teachers responded. Forty-six principals of non-charter comparison schools the students would have attended also responded to similar surveys. The research addressed a wide range of areas including, autonomy, teacher characteristics, innovation, parental involvement, and students served. "The report covers the kinds of decisions controlled by charter schools and other distinctive features of the schools, including characteristics of teachers who teach in them, innovations being implemented, forms of parent involvement, and the students served." When questioned about their charter school's level of autonomy, nearly all administrators expressed that they have more freedom under the charter. They believe that they have considerably more control over many operational and educational aspects including, instructional issues, budget allocation, staff selection, discipline policies, and enrollment caps. Meanwhile, teachers in charter schools are self-selected, and more of them hold higher degrees and have more years of experience than teachers in non-charter schools. Charter school teachers expressed that they have more influence and are less constrained by rules, but also carry heavier workloads and paperwork burdens. Most teachers expressed that they were satisfied with their jobs and have the freedom to introduce new concepts in the classroom including, student portfolios and cross-age tutoring.

California's Charter Law
As early as 1983, the California legislature mandated higher standards, revamped curriculum frameworks, lengthened the school day and year, established mentor teacher programs, improved textbooks, and set up teacher accountability systems. In recent years, the state also has passed laws to create more school-based management systems and teacher career opportunities and to promote school restructuring. Yet, legislators and educators were dissatisfied with student learning progress resulting from these changes. The charter originally was proposed in 1987-88 by California public school educators frustrated by bureaucracy and eager to have real freedom with accountability. A year after Minnesota enacted its charter law, California passed legislation authorizing up to 100 Charter Schools beginning in 1993. California's charter law seeks to:
  • improve student learning
  • increase learning opportunities for all students, particularly for academically low-achieving students

Title
47600. This part shall be known, and may be cited, as the "Charter Schools Act of 1992." Legislative intent 47601. It is the intent of the Legislature, in enacting this part,to provide opportunities for teachers, parents, pupils, and community members to establish and maintain schools that operate independently from the existing school district structure, as a method to accomplish all of the following: (a) Improve pupil learning. (b) Increase learning opportunities for all pupils, with special emphasis on expanded learning experiences for pupils who are identified as academically low achieving. (c) Encourage the use of different and innovative teaching methods. (d) Create new professional opportunities for teachers, including the opportunity to be responsible for the learning program at the school site. (e) Provide parents and pupils with expanded choices in the types of educational opportunities that are available within the public school system. (f) Hold the schools established under this part accountable for meeting measurable pupil outcomes, and provide the schools with a method to change from rule-based to performance-based accountability systems.

Two school innovators provide lesson for S.F.
by Sally Pipes
Charter schools are deregulated public schools that gain freedom from regulation in return for meeting the goals of their establishing charter. Over the past decade charter schools have proven an effective way to promote parental choice, high standards, and local control. But these gains have not been achieved without a fight. In California, charter applicants must win approval from the local school district for their charter, a contract enabling them to operate as a public school with independent oversight. Only if rejected can they appeal to the state. While most of the 344 public charter schools in California have charters from their home school districts, many have gone to an outside district for approval, a move permitted under state law. The state board of education granted charters in two cases, one from Oakland. The first cadets are 162 highly motivated seventh-graders, 67 percent male and 90 percent African American or Latino. Parents are highly satisfied with the tough standards and discipline. Plans are set to expand OMI through high school.

In 1996, numerous states added charter school laws and half of the states now have such laws. The crowning moment in the year of the charter school was President Clinton's announcement that he wanted federal money to stimulate charter school development. He wanted 30,000 of them. A move to charter schools on this scale would reverses a half-century policy of school and school district consolidation to achieve educational improvement and economic efficiencies. One reason behind the rapid advance of charter school legislation was the idea that it was a no-cost reform. Money flowed from existing public schools with the student to the new charter schools. Money belonged to the student, not the school. In most states, however, the per-pupil funding of charter schools is less than the state average cost per pupil. Furthermore, most charter laws insure the diversion of money from instruction to capital by failing to provide facilities for charter schools. A thoughtful analysis of charter school funding reveals that charter schools impose new costs and that they are not necessarily underfunded when all public revenue sources are matched to the specific kinds of students educated in charter schools. In fact, unless a charter school
