Who We Are... Butte County Office of Education The Butte County Office of Education plays a major role in effecting quality educational programs for all students in Butte County. The variety of services, resources and staff expertise provided by the county office serves to enhance many exemplary programs being provided by the schools and communities of Butte County. A high priority of the county office is to provide assistance and support for efficient and cost effective educational operations. School districts receive assistance through the administration of educational programs, business and personnel services, library services, media and audiovisual services, curriculum development, staff development and teacher and student support services. The goal of the county office is to be responsive to the needs of the districts we serve. The county office also provides programs aimed at meeting the needs of students through such programs as the Regional occupational Program, Home School, Community School, Special Education and Juvenile Hall School. Our office also administers a variety of state and federal programs designed to enrich the educational offerings for children. Indian Education, Migrant Education and Mini Corps programs are also conducted by the county office. These programs have site locations throughout the state and contribute significantly to the enrichment of Butte County's educational network.

In determining the appropriate program placement for each individual, the Lompoc staff is committed to the belief that disabled students should be educated to the maximum extent possible with their non-disabled peers. REGULAR CLASS MODIFICATION
The regular class teacher may modify the educational program to meet the student's needs. These modifications are usually the result of consultations with the parents, school psychologist, a special education teacher, and/or other members of the Individualized Education Program (IEP) Team. Paula Rosen, Northeast Regional Director of Lutheran Special Education Ministries In a New York Lutheran High School, a student with a reading disability achieves honor roll status with the support of the resource room teacher. In Illinois, a child diagnosed with ADHD (Attention Deficit/Hyperactivity Disorder) and his classroom teacher receive support from the on-site consultant special education teacher. In California, a little girl with a math disability works three days a week with a special education teacher building her skills. In Michigan, a child with a hearing impairment receives special instruction toward confirmation. A preschool staff in Indiana attends a workshop about how to include a child with special needs in their school. June 2 Vote Could Set National Precedent
In 1967, California Gov. Ronald Reagan signed legislation authorizing bilingual education and ending a 95-year-old state mandate that "all schools shall be taught in the English language." The bipartisan legislation passed during an era of militancy on civil rights issues and was based on evidence that English-only schooling had harmed Hispanic, Asian, and Native-American students. The 1960 Census showed, for example, that 50% of California's Mexican-American residents aged 18-24 had dropped out of school before completing the 8th grade. Now, 30 years later, a wealthy and politically ambitious California businessman by the name of Ron Unz wants to ban bilingual instruction and re-impose an English-only mandate on all state classrooms. Unz is the man behind the so-called "English for the Children" initiative that will go before California voters on June 2. The ballot measure, officially known as Proposition 227, goes far beyond the symbolism of previous English-only campaigns and strikes at the heart of public education and the right to equal educational opportunity. Further, it is part of a national backlash against immigration and, if successful, could establish a chilling precedent for other districts and states with large numbers of students who do not speak English as their first language.

JOSHUA BRANDT Bulletin Correspondent Dismayed by what they called a dearth of services for children with special needs in the Jewish community, a dozen battle-weary parents convened last week to address the situation. The group, which met at San Francisco's Bureau of Jewish Education, the organizer of the Special Needs Forum, represented a spectrum of concerns, from the needs of children with attention-deficit disorder to those with developmental and physical disabilities. The parents were uniform in their belief that the organized Jewish community has given short shrift to their children's educational needs. Robbie Holland, who traveled from Sacramento to attend the forum, said his daughter Rachel, who has physical and developmental disabilities, was once asked a question that typified his family's experience within the Jewish educational system. "Another child asked my daughter whether she was Jewish or retarded," Holland said. "Now it was clear that the child who asked Rachel the question didn't mean it to be malicious, and that she was clearly struggling with the concept. But the thinking was that she couldn't possibly be both...and I think in essence that's one of the reasons that this group is meeting." Exciting things are happening both in and out of our classrooms. Our district is fully involved involved with providing a top quality academic program for students. We are striving to prepare all students to pass the upcoming California High School Exit Exam. We also take pride in preparing our students to be successful in their post-secondary plans. SPECIAL EDUCATION (Instructional Programs) The Oxnard Union High School District serves approximately 1,500 students with special needs through a variety of programs. These programs are, for the most part, offered at the students' neighborhood schools. Standards Based Education All Special Education students enrolled in the California Public Schools are required to meet the same standards for graduation as their peers. At this time there is no provision for a differential standard on the CAHSEE (California High School Exit Exam). Severely Handicapped (SH) students enrolled in the Functional Skills curriculum receive a certificate of completion and are not required to take the CAHSEE. These students are served in the Secondary and Extended Seniors SH programs.
