Organized in 1975 as a coalition of parent groups representing children with a variety of disabilities, the Federation operates a Parent Center which offers a variety of services to parents, parent groups, and others who are concerned with children with special needs. Visual Impairment and Blindness Experts SystemI VBES - Illinois The Visual Impairments and Blindness Expert System (VIBES) will help answer questions and give advice. For example, you can pick one of the academic tasks, like reading, and learn about its tactile alternative techniques, like Braille, used by a person who happens to be visually impaired or blind. You can then see products (and services) for Braille, and find the organizations (or people) where you can get the products. This introductory version of VIBES, containing only 35 topics, is intended to demonstrate how VIBES works, and inspire you to submit topics to VIBES. We hope VIBES grows to over 5,000 topics within 5 years. Anyone can contribute information to VIBES

    Poor School Conditions Prompt Lawsuit on Behalf of Students: How Does Your School Compare?
    Led by the American Civil Liberties Union (ACLU), a coalition of private- and public-interest groups filed suit yesterday in California, alleging that students in 18 schools throughout the state receive a substandard education. "If these schools were housing, they would be treated as slums," said Mark Rosenbaum, legal director of the ACLU in southern California.

    California does not have a homeschool law.
    California does not have a homeschool law. Nowhere in the Education Code do the following terms appear or are defined: home education, home educator, homeschool, homeschooling, homeschooler. The law then is silent on homeschooling as distinct from private schooling. You may be startled to discover that only three sections of California's massive Education Code address the establishment and operation of private schools. Let us assure you that the legal requirements are as simple and direct as they are represented below. The Legislature has historically chosen to assure that private schooling is indeed a private matter. It is a domain governed by parental market decisions rather than government regulation. As you peruse the code sections, make note of what is expressed to see how straightforward and simple it is to establish a private school. Then make note of what is not expressed to see how much autonomy is given to private schools
