What's New Director's Policy Forum on April 7, 2003 A Policy Forum meeting will be held on April 7, 2003, from 10:00 a.m. to 3:00 p.m., at 1700 K Street, Sacramento, in the first floor conference room. All attendees are required to check in at the security desk for an escort to the conference room. This meeting is open to the public. For further informaiton, please contact Suzie O'Neill at (916) 324-4722. The Little Hoover Commission report was released on March 11, 2003. The report focuses on the consequences of abuse and addiction associated with alcohol and other drugs. The Little Hoover Commission on California State Government Organization and Economy is a bipartisan, independent body whose function is to promote efficiency, effectiveness and economy in state programs.

Friday, July 12, 2002 For Media Assistance Commentary: Making the poor balance the state budget By Amy Dominguez-Arms Leading Republican legislators contend that the state spent irresponsibly when budget times were good, which they say is the major cause of California's $24-billion budget deficit. Let's consider their argument by examining exactly how spending has increased and how revenue sources have changed. Those who believe spending is the problem point to a state budget that grew steadily throughout the late 1990s at an annual rate of about 8 percent. Those who call for increasing revenues to help ease the deficit note that the state's tax take has been significantly pared in recent years, such as a two-thirds reduction in vehicle license fees since 1998. The economic expansion of the late 1990s contributed to higher state revenues, and schoolchildren were among the principal beneficiaries of the increased expenditures. California's per-pupil spending rose from $4,800 in 1994-95 to about $6,600 in 2000-01, improving our ranking among the 50 states and the District of Columbia from 40th to 33rd. This improved investment in schools reflected California's priorities then and now, as repeatedly documented in statewide polls.

State Library My CA About CAFIS CALIFORNIA FAMILY IMPACT SEMINAR Promoting a family perspective in policies and programs State policymakers are challenged today by a host of family issues and problems that need to be addressed within the context of limited resources. There is a growing body of research on families, and on the numerous programs that seek to address family-related problems. Policymakers often do not have access to this current research and may instead rely on information that is out-of-date, biased, or inaccurate. The California Family Impact Seminar (CAFIS) is a nonpartisan policy research and education project that seeks to provide accurate current information on family issues at state and local levels. CAFIS forums and briefing papers present cutting edge research on health and social indicators, and the development, implementation, and evaluation of public and private policies and programs. CAFIS is a project of the California State Library Foundation and is sponsored by the State Library's California Research Bureau, which conducts policy research for both the legislative and executive branches of state government.

Financial Aid from Schools and Colleges The financial aid office also helps students to qualify for other aid by certifying students' expense budgets and financial need.
Check with the school for its financial aid deadlines. College financial aid offices provide the following: - information about all student aid programs and application requirements;
- "packaging" financial aid (a combination of grants, loans and/or work-study);
- an explanation of how much aid a student is eligible to receive;
- advice on financial planning and debt management;
- counseling on how to balance an academic workload and a part-time job;
- reference books on all sources of school funds;
- advice on applying for a student loan, interest rates and payment schedules; and
- help in a financial emergency with short-term loans. Special Tuition Payment Plans
Some colleges have installment plans with finance charges for parents who can't afford lump-sum tuition payments. Schools may allow payment that protects students from future tuition increases. There may be tuition discount plans for paying in advance, or if more than one family member attends the school.
Scholarships Colleges may have scholarships for students with exceptional academic or athletic ability, or for those with other talents. Most schools have scholarships from private donations. Some scholarship awards are restricted by background, talent, academic interest or geographic location. Others are more general. Ask the financial aid office about scholarship applications.
