Alternative Teacher Certification Currently, 41 states plus the District of Columbia report having some type of alternative teacher certification program. Estimates say 125,000 people have been licensed through alternative certification programs. Effective alternative certification programs include:
  • Strong academic coursework component; Field-based programs; Candidates work with a qualified mentor teacher; Candidates go through the program in cohorts; Programs are a collaborative effort among state departments of education, colleges and universities, and school districts.
A 1999 survey of Institutions of Higher Education that have programs for the preparation of teachers conducted by the Center for Education Information, found that nearly three out of 10 (28 percent) prospective new teachers who completed teacher preparation in 1998 in college-based programs began their preparation to teach after they had already received at least a bachelor’s degree. More than one-third (36 percent) of persons admitted into Teacher Preparation Programs at the Post-baccalaureate level and 14 percent of those admitted as Undergraduates within the past year had prior teaching-related experience, such as substitute teacher, teacher’s aide, or school paraprofessional.

"Teacher Certification Reconsidered: Stumbling for Quality."
Teacher Certification Isn't Working
October 18, 2001 - The Abell Foundation just released "Teacher Certification Reconsidered: Stumbling for Quality." It argues that Maryland's teacher certification requirements should be loosened or eliminated because there is no credible evidence that they ensure quality. We agree. There is simply no good evidence that teacher certification produces demonstrable gains in student achievement. In fact, much of the research is embarrassingly deficient. A February 2001 report by the University of Washington Center for the Study of Teaching and Policy agrees: "There is no research that directly assesses what teachers learn in their pedagogical preparation and then evaluates the relationship of that pedagogical knowledge to student learning or teacher behavior." Taking the opposite view is the National Commission on Teaching and America's Future (NCTAF) led by Professor Linda Darling-Hammond. The Commission has been urging the states to adopt expanded certification requirements. Professor Darling-Hammond called the Abell Foundation's report a "stunning exercise in misrepresentation."

I am a graduate of West Virginia University with both a BS and MS degree in Animal Science. After working two years at Pennsylvania State University as a research and teaching assistant in Physiology, I decided to switch careers to focus on teaching at the high school level. For the next few years, I tried to expose myself to a wide variety of teaching experiences including tutoring, camp counselor, substitute teaching, and Director of Sylvan Learning Center. In January 2002 I was finally able to return to school at California University of PA to complete the requirements for certification in secondary biology. I have recently completed a wonderful student teaching experience at Thomas Jefferson High School teaching biology in grades 9-11, and I look forward to having a classroom of my own very soon.

HSLDA Responds to California Superintendent of Public Instruction
Many private schools in California have received a letter from Delaine Eastin, State Superintendent of Public Instruction, explaining certain provisions of the No Child Left Behind Act of 2001 . This act was a reauthorization of the Elementary and Secondary Education Act and pursuant to the law, private school students and other eligible private school personnel are entitled to certain benefits.
However, the troubling aspect of the letter pertains to a paragraph where Ms. Eastin opines that home schooling does not qualify as private education in California. She defines home schooling as "a situation where non-credentialed parents teach their own children exclusively, at home, whether using a correspondence course or other types of courses…" She further indicates that a parent's filing of the private school affidavit does not make the private school legal. December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
    There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

My CA This Site National Board for Professional Teaching Standards (NBPTS) Overview: The National Board for Professional Teaching Standards is an independent, nonprofit, nonpartisan and nongovernmental organization whose mission is to advance the quality of teaching and learning by maintaining rigorous standards and certification for teachers. The NBPTS certification process is an intensive professional development process in which teachers with at least 3 years of experience in the classroom, commit to about a year of study and examination of their practice. The NBPTS 63-member board of directors consists largely of classroom teachers with the aim of establishing high standards for what accomplished teachers should know and be able to do, and operates a national, voluntary system to assess and certify experienced teachers who meet those standards.
