    A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true.
    Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn.
    Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
    STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Is there still a Teacher Shortage in California?
    September 20, 2002 California's flagging economy is adversely affecting school district hiring throughout the state. Add to this the new state requirements for teacher certification and the water becomes muddy, indeed. Yes, California will still need thousands of new teachers in the next decade. However, when budgets get tight - as they are now - liberal hiring practices tend to go out the window. Since class size reduction is not compulsory and funding is scarce, many school districts are forced to use fewer teachers to cover larger classes. Also, many school districts hired interns and pre-interns who are now in the credential pipeline - teaching in the state's classrooms as they work on obtaining certification. Both circumstances have led to fewer new hires this year than in each of the last ten years. If that's not enough, the state of California is in the throws of implementing an entirely new certification process in compliance with SB2042. Under the current two-step system, students with a bachelor's degree plus a fifth year of education in a credential program earn a "clear teaching credential." The new system awards a "preliminary credential" after these two steps, but requires an additional two years of teaching experience in the public schools before a "clear credential" can be obtained.     TEXT: Teacher shortages and public discussion about the quality of teacher education have been catalysts for the implementation of alternative routes to teacher certification for several states. Alternative certification is defined by specific state programs. While it is too early to know the results of such programs, evaluation questions can be framed. WHAT IS ALTERNATIVE CERTIFICATION FOR TEACHERS? Teacher certification, in general, is a process designed to ensure that individuals who enter teaching meet minimum standards for competence (Koff, Florio, and Cronin, 1976). These minimum standards for initial entry are set by each state; the National Association of State Directors of Teacher Education and Certification produces a manual containing these certification requirements. Typically, these requirements include specific numbers of undergraduate credit hours from institutions of higher education in subject matter (such as math and English), in professional studies (such as child development and teaching methods), and in student teaching. Universities and colleges "certify" that their graduates have met these minimum credit hour standards as part of the state teacher licensure process. In some states, certificates are issued at graduation; in others, certificates are issued after a probationary teaching period. Alternative teacher certification may be defined, then, as any significant departure from this traditional undergraduate route through teacher education programs in universities and colleges (Oliver and McKibbin, 1985). These definitions vary, however, according to the particular state's definition. One view says that: "An alternative model is designed for a different population from the usual 18- to 24-year-old undergraduate population...The fundamental differences (from traditional certification) are in the target audience, the training design, and the length of training, not in program content, rigor or expected outcomes." (Smith and others, 1985, p. 24). Another view states that the primary objective of these alternate routes is to increase the number of qualified secondary teachers by training and certifying arts and sciences graduates, particularly in shortage areas such as math and science (Dottin, 1985).

    Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    California Requirements
    California is transitioning to several new testing requirements. To learn more about changes to teacher credentialing in California, including required examinations and qualifying test scores, visit CCTC's Examination Information Persons applying for teacher certification in California and fulfilling course requirements by passing the appropriate examination must meet the qualifying test score requirements in effect when the examination was taken. Additionally, each test must be applied toward California certification within five (5) years of each individual test date. Some Single Subject Teaching Credentials require examinations not offered by ETS.
