United Nations Educational, Scientific and Cultural Organization (UNESCO) is the primary United Nations system organization responsible for culture. Canada has been a member of this organization since its founding in 1946 and is one of over 170 countries who have a permanent mission representing their interests at UNESCO headquarters in Paris. Canada has played an active role within UNESCO over the past few years, having recently completed a term on the Executive Council. Canadian participation in UNESCO is a partnership between the Department of Foreign Affairs and International Trade , who are responsible for maintaining formal relations with this organization, the Canadian Commission for UNESCO , which is an arm's length consultative forum that advises the Canadian Government on its relations with UNESCO and coordinates its activities in Canada, and key departments related to the mandate of the organization.

    INTERNATIONAL RELATIONS
    Within a couple of years of its establishment, CCRS was criticized by some of the provincial representatives on the Advisory Committee for spending too much time and money on the International aspects of remote sensing. Murray Strome and I devoted a lot of efforts in assisting External Affairs and the U. N. in trying to develop an international legal regime for satellite remote sensing. Lee Godby and later Jean Claude Henein spent a lot of effort in Africa trying to get ground stations approved there. CCRS scientists were frequently attending international meetings giving papers, promoting Canadian technology and bringing back important intelligence that was used to guide our future directions. This was a policy I had followed in my previous existence as an exploration geophysicist with the Geological Survey. 'Showing the flag' had been helpful to the Canadian geophysical companies in marketing abroad. In retrospect, this was not a waste of timequite the opposite! In later years, Canadian companies consistently exported more remote sensing technology than the government spent on remote sensing at home. This was, of course due to the great international marketing effort put forward by the Canadian remote sensing companies, but they all acknowledge the help originally provided by CCRS . Suffice it to say that Canada is now well known as being an important international contributor in all aspects of remote sensing.

    Russia-Canada Collaborative Federalism Project (1994-96) The International Relations section of the Alberta Ministry of International and Intergovernmental Relations acted as the Canadian Executing Agency for this two-year, $2.7 million project. Five distinct sets of exchanges were held on fiscal relations, natural resources, environment, international relations, and structures and practices of federalism. Each exchange consisted of delivering customized cross-Canada training programs, national workshops in Russia and Publishing findings. Funded By: Canadian International Development Agency

    June 2000 - 2003 This project is the second phase of the Canada-Ukraine Legislative Cooperation Project (CULEG). Modeled after CULEG, the CULIP project offers Canadian expertise in six modules to Ukraine governmental officials spanning the years 2000 to 2003. Module five of the CULIP project will begin in November of 2002 and will focus on delivering Canadian expertise to Ukraine officials in the area of health. RECENT ACTIVITIES Module 4 Legal and Regulatory Security of State Regulation of Real Estate Ownership (June 2002)
    • A delegation of Ukraine parliamentarians, judicial officials, and local government representatives met with Alberta government and municipal officials to study Alberta's Torrens Land Titling and Registry system. The underlying emphasis focused on the legal issues pertaining to land regulation; structures, policies and practices of the Alberta system; and the provision of agricultural credit. Subsequently, two Alberta officials travelled to Ukraine to assist in the development of policies related to crop insurance and dry land irrigation.

    The International Relations Office (IRO) provides a "window on the world" for the Treasury Board of Canada Secretariat consistent with its interests as a central agency and management board of the Government of Canada. The mission of the IRO is to manage TBS international activities and outreach by developing expertise on governance developments around the world, and by acting as a catalyst for international dialogue and exchanges that support the business lines and policy priorities of the TBS. To achieve this mission, the International Relations Office is responsible for implementation of a Strategic Framework for International Activities that focuses on:
    • developing programs and information products that inform TBS personnel of innovations and best-practices in other countries; facilitating contact and exchanges with other governments and with international institutions in support of TBS policy interests; coordinating programs for international delegations and visitors; and sharing and promoting Canadian public sector expertise with other governments and with international institutions.
